ಬೆಂಗಳೂರು (bangalore), ಏಪ್ರಿಲ್ 21: ಎಸ್ಎಸ್ಎಲ್ಸಿ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಹಿಂದಿ ಸೇರಿದಂತೆ ತೃತೀಯ ಭಾಷೆಗಳಿಗೆ ಗ್ರೇಡ್ ನೀಡುವುದಕ್ಕೆ ಬದಲಾಗಿ, ಕಡ್ಡಾಯವಾಗಿ ಅಂಕಗಳನ್ನು ನೀಡುವಂತೆ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಏಪ್ರಿಲ್ 15 ರಂದು ಹೈಕೋರ್ಟ್ ಏಕ ಸದಸ್ಯ ಪೀಠ ಆದೇಶ ಹೊರಡಿಸಿತ್ತು. ಸದರಿ ಆದೇಶ ಪುನರ್ ಪರಿಶೀಲಿಸುವಂತೆ ಕೋರಿ ರಾಜ್ಯ ಸರ್ಕಾರ ಸಲ್ಲಿಸಿದ್ದ ಪುನರ್ ಪರಿಶೀಲನಾ ಅರ್ಜಿಯನ್ನು ಹೈಕೋರ್ಟ್ ವಜಾಗೊಳಿಸಿದೆ.
ರಾಜ್ಯ ಸರಕಾರ ಸಲ್ಲಿಸಿದ್ದ ಮರು ಪರಿಶೀಲನಾ ಅರ್ಜಿಯನ್ನು ನ್ಯಾಯಮೂರ್ತಿ ಇ.ಎಸ್.ಇಂದಿರೇಶ್ ಅವರಿದ್ದ ಏಕಸದಸ್ಯ ನ್ಯಾಯಪೀಠ ಮಂಗಳವಾರ ವಿಚಾರಣೆ ನಡೆಸಿತು.
ಎಸ್ ಎಸ್ ಎಲ್ ಸಿ ಪರೀಕ್ಷೆಗೆ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸುವ ಮುನ್ನವೇ ನಿಯಮ ಮಾಡಬೇಕಿತ್ತು. 2025-2026 ನೇ ಸಾಲಿಗೆ ಹಿಂದಿ ಸೇರಿದಂತೆ ತೃತೀಯ ಭಾಷಾ ವಿಷಯಗಳಿಗೆ ಅಂಕಗಳನ್ನೇ ನೀಡಬೇಕು ಎಂದು ರಾಜ್ಯ ಸರಕಾರಕ್ಕೆ ನಿರ್ದೇಶಿಸಿ, ಮರುಪರಿಶೀಲನಾ ಅರ್ಜಿ ಇತ್ಯರ್ಥಪಡಿಸಿದೆ.
ಏನಾಗಿತ್ತು? : ತೃತೀಯ ಭಾಷೆ ವಿಷಯಗಳಿಗೆ ಅಂಕಗಳ ಬದಲಿಗೆ ‘ಎ, ಬಿ, ಸಿ’ ಗ್ರೇಡ್ ಗಳನ್ನು ನೀಡಲು ರಾಜ್ಯ ಸರ್ಕಾರ ನಿರ್ಧರಿಸಿತ್ತು. ಇದು ಪರ – ವಿರೋಧ ಚರ್ಚೆಗೆ ಗ್ರಾಸವಾಗಿತ್ತು. ಸರ್ಕಾರದ ನಿರ್ಧಾರದ ವಿರುದ್ದ ಚಿಕ್ಕಮಗಳೂರಿನ ಸಹನಾ ಆರ್ ನಾಯ್ಕ್ ಸೇರಿದಂತೆ ಮೂವರು ಹೈಕೋರ್ಟ್ ಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ್ದರು.
ಹೈಕೋರ್ಟ್ ನ್ಯಾಯಮೂರ್ತಿ ಇ ಎಸ್ ಇಂದಿರೇಶ್ ನೇತೃತ್ವದ ನ್ಯಾಯ ಪೀಠ ಸದರಿ ಅರ್ಜಿಯ ವಿಚಾರಣೆ ನಡೆಸಿತ್ತು. ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿವಿಧ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಕೇವಲ ಅಂಕಗಳನ್ನು ಮಾತ್ರ ಪರಿಗಣಿಸಲಾಗುತ್ತದೆ. ಗ್ರೇಡ್ ಪರಿಗಣಿಸುವುದಿಲ್ಲ ಎಂದು ಅರ್ಜಿದಾರರು ವಾದಿಸಿದ್ದರು.
ವಿದ್ಯಾರ್ಥಿಗಳ ವಾದಕ್ಕೆ ಹೈಕೋರ್ಟ್ ಮನ್ನಣೆ ನೀಡಿದೆ. ಗ್ರೇಡಿಂಗ್ ಪದ್ದತಿಯು ವಿದ್ಯಾರ್ಥಿಗಳ ಶೈಕ್ಷಣಿಕ ಹಿತಾಸಕ್ತಿಗೆ ಮಾರಕ ಎಂದು ನ್ಯಾಯಪೀಠ ಅಭಿಪ್ರಾಯಪಟ್ಟಿದೆ. ಶಿಕ್ಷಣ ಹಕ್ಕು ಮತ್ತು ಪರೀಕ್ಷಾ ನಿಯಮಾವಳಿಗಳ ಪ್ರಕಾರ ಪ್ರತಿ ವಿಷಯದ ಅಂಕಗಳು ಪಾರದರ್ಶಕವಾಗಿರಬೇಕು.
ತೃತೀಯ ಭಾಷೆಯನ್ನು ಕೇವಲ ಗ್ರೇಡ್ಗೆ ಸೀಮಿತಗೊಳಿಸುವುದು ವಿದ್ಯಾರ್ಥಿಗಳ ಉನ್ನತ ಶಿಕ್ಷಣದ ಮೇಲೆ ಪರಿಣಾಮ ಬೀರಬಹುದು ಎಂದು ನ್ಯಾಯಪೀಠ ಎಚ್ಚರಿಕೆ ನೀಡಿತ್ತು. ಸದರಿ ತೀರ್ಪು ಪುನರ್ ಪರಿಶೀಲಿಸುವಂತೆ ಕೋರಿ ಹೈಕೋರ್ಟ್ ಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಮತ್ತೊಮ್ಮೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಿತ್ತು.
ಗ್ರೇಡ್ ಪದ್ದತಿ : ಎಸ್ಎಸ್ಎಲ್ಸಿ ಪರೀಕ್ಷೆ ನಡೆಯುತ್ತಿದ್ದ ವೇಳೆಯೇ, ಹಿಂದಿ ಸೇರಿದಂತೆ ತೃತೀಯ ಭಾಷೆಗಳಿಗೆ ಅಂಕಗಳ ಬದಲು ಗ್ರೇಡ್ ನೀಡಲಾಗುವುದು ಎಂದು ರಾಜ್ಯ ಸರ್ಕಾರ ಘೋಷಣೆ ಮಾಡಿತ್ತು. ಮತ್ತು ವಾರ್ಷಿಕ ಪರೀಕ್ಷೆಯ ಅಂಕವನ್ನು 525 ಕ್ಕೆ ಇಳಿಕೆ ಮಾಡಿತ್ತು.
High Court orders state government to give marks instead of grades for SSLC third language!
Bangalore, April 21: On April 15, a single-member bench of the High Court had ordered the state government to give marks instead of grades for third languages, including Hindi, in the SSLC examination. The High Court has dismissed the review petition filed by the state government seeking a review of the said order.
A single-member bench of Justice E.S. Indiresh heard the review petition filed by the state government on Tuesday.
The rules should have been made before issuing the notification for the SSLC examination. The state government has been directed to give marks only for third language subjects, including Hindi, for the year 2025-2026 and the review petition has been disposed of.
What happened? : The state government had decided to give ‘A, B, C’ grades instead of marks for third language subjects. This was the subject of a pro- and anti-debate debate. Three people, including Sahana R. Naik of Chikkamagaluru, had filed a petition in the High Court against the government’s decision.
A bench headed by High Court Justice E. S. Indiresh heard the petition. The petitioners argued that only marks are considered in various central government competitive examinations. Grades are not considered.
The High Court accepted the students’ argument. The bench opined that the grading system is detrimental to the educational interests of students. According to the Right to Education and Examination Rules, the marks for each subject should be transparent.
The bench had warned that limiting the third language to only grades could affect the higher education of students. The state government had again filed an application in the High Court seeking a review of the said judgment.
Grade system: While the SSLC examination was being conducted, the state government had announced that grades would be given instead of marks for third languages, including Hindi. And had reduced the marks for the annual examination to 525.
