ಶಿವಮೊಗ್ಗ (shivamogga), ಜೂನ್ 08: ಶಿವಮೊಗ್ಗದ ಹೊರವಲಯ ದೇವಕಾತಿಕೊಪ್ಪದಲ್ಲಿ ನಿರ್ಮಿಸಿರುವ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶವು, ಕರ್ನಾಟಕ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಾಭಿವೃದ್ದಿ (ಕೆಐಎಡಿಬಿ) ಯ ದಿವ್ಯ ನಿರ್ಲಕ್ಷ್ಯದಿಂದ ಪಾಳು ಬೀಳಲಾರಂಭಿಸಿದೆ. ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳು ತೊಂದರೆಗೆ ಸಿಲುಕುವಂತಾಗಿದೆ!
ಸದರಿ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಕ್ಕೆ ಇಲ್ಲಿಯವರೆಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಪರಿಸರ, ಅರಣ್ಯ ಮತ್ತು ಹವಾಮಾನ ಬದಲಾವಣೆ ಸಚಿವಾಲಯದಿಂದ ‘ಪರಿಸರ ವಿಮೋನಚನಾ ಪತ್ರ’ ದೊರಕಿಲ್ಲ. ಇದರಿಂದ ಹೊಸದಾಗಿ ಕೈಗಾರಿಕೆಗಳ ಸ್ಥಾಪನೆಗೆ ಅನುಮತಿ ದೊರಕುತ್ತಿಲ್ಲ. ಸದರಿ ಪ್ರದೇಶದಲ್ಲಿ ನಿವೇಶನ ಹೊಂದಿರುವ ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳು ತೀವ್ರ ತೊಂದರೆಗೆ ಸಿಲುಕಿದ್ದಾರೆ. ತಮ್ಮದಲ್ಲದ ತಪ್ಪಿಗೆ ಶಿಕ್ಷೆ ಅನುಭವಿಸುವಂತಾಗಿದೆ.
ನೂರಾರು ಕೋಟಿ ರೂ. ವೆಚ್ಚ : ದೇವಕಾತಿಕೊಪ್ಪ ಹಾಗೂ ಸಿದ್ಲಿಪುರ ಗ್ರಾಮ ವ್ಯಾಪ್ತಿಗಳಲ್ಲಿ 2013-14 ನೇ ಸಾಲಿನಲ್ಲಿ 456 ಎಕರೆ ಭೂಮಿಯನ್ನು ಕೆಐಎಡಿಬಿ ಭೂ ಸ್ವಾದೀನ ಪಡಿಸಿಕೊಂಡಿತ್ತು. ಇದರಲ್ಲಿ ರಾಜೀವ್ ಗಾಂಧಿ ಹೌಸಿಂಗ್ ಕಾರ್ಪೋರೇಷನ್ ಸಂಸ್ಥೆಗೆ, 80 ಎಕರೆ, ಕೆಎಸ್ಎಸ್ಐಡಿ ಸಂಸ್ಥೆಗೆ 66 ಎಕರೆ, ಕಾರ್ಮಿಕ ಇಲಾಖೆಗೆ 10 ಎಕರೆ ಭೂಮಿ ನೀಡಲಾಗಿತ್ತು.
ಉಳಿದಂತೆ ಕೆಐಎಡಿಬಿಯು 2018-19 ರಲ್ಲಿ ಸುಮಾರು 35 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ದೇವಕಾತಿಕೊಪ್ಪದ 250 ಎಕರೆ ವಿಸ್ತೀರ್ಣದಲ್ಲಿ ಕೈಗಾರಿಕಾ ಲೇಔಟ್ ರಚನೆ ಮಾಡಿತ್ತು. ನಿವೇಶನ ಕೂಡ ಹಂಚಿಕೆ ಮಾಡಿತ್ತು.
ಅನುಮತಿ ಪಡೆಯಲಿಲ್ಲ : ಶೆಟ್ಟಿಹಳ್ಳಿ ಅಭಯಾರಣ್ಯ ವ್ಯಾಪ್ತಿ ಸಮೀಪದಲ್ಲಿ ಸದರಿ ದೇವಕಾತಿಕೊಪ್ಪ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶವಿರುವುದರಿಂದ, ನಿಯಮಾನುಸಾರ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಪರಿಸರ, ಅರಣ್ಯ ಮತ್ತು ಹವಾಮಾನ ಬದಲಾವಣೆ ಸಚಿವಾಲಯದಿಂದ ‘ಪರಿಸರ ವಿಮೋನಚನಾ ಪತ್ರ’ವನ್ನು ಕೆಐಎಡಿಬಿ ಪಡೆದುಕೊಳ್ಳಬೇಕಾಗಿತ್ತು. ಆದರೆ ಅನುಮತಿ ಪಡೆದುಕೊಂಡಿರಿಲಿಲ್ಲ.
ಮತ್ತೊಂದೆಡೆ, ಸದರಿ ಸ್ಥಳದಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳ ನಿರ್ಮಾಣಕ್ಕೆ ಕೆಐಎಡಿಬಿ ಅನುಮತಿ ನೀಡಿತ್ತು. ಅದರಂತೆ ಸರಿಸುಮಾರು 20 ಕೈಗಾರಿಕೆ ಸಂಸ್ಥೆಗಳು ಕಾರ್ಯನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿವೆ. ತದನಂತರ ಪರಿಸರ, ಅರಣ್ಯ ಮತ್ತು ಹವಾಮಾನ ಬದಲಾವಣೆ ಸಚಿವಾಲಯವು, ಪರಿಸರ ವಿಮೋಚನಾ ಪತ್ರ ಪಡೆಯದೆ ಕೈಗಾರಿಕೆಗಳ ಸ್ಥಾಪನೆಗೆ ಅನುಮತಿ ನೀಡಬಾರದು ಎಂದು ಸೂಚಿಸಿತ್ತು. ತದನಂತರ ಕೈಗಾರಿಕೆಗಳ ಸ್ಥಾಪನೆಗೆ ಕೆಐಎಡಿಬಿ ಅನುಮತಿ ನೀಡುತ್ತಿಲ್ಲ.
ಪರಿಹಾರವಾಗಿಲ್ಲ : ಇದರಿಂದ ಕಳೆದ ಹಲವು ವರ್ಷಗಳಿಂದ ದೇವಕಾತಿಕೊಪ್ಪ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶದಲ್ಲಿ ಹೊಸ ಕೈಗಾರಿಕೆಗಳು ಸ್ಥಾಪನೆಯಾಗಿಲ್ಲ. ಕೆಐಎಡಿಬಿಯು ಪರಿಸರ ವಿಮೋಚನಾ ಪತ್ರ ಪಡೆದುಕೊಳ್ಳುವ ನಿಟ್ಟಿನಲ್ಲಿ ಗಂಭೀರ ಚಿತ್ತ ಹರಿಸಿಲ್ಲ. ಇದರಿಂದ ಕೋಟಿ ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ನಿರ್ಮಿಸಿದ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶವು ಪಾಳು ಬೀಳಲಾರಂಭಿಸಿದೆ.
ಸಿಎಂ ಗಮನಿಸಲಿ : ದೇವಕಾತಿಕೊಪ್ಪ ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಕ್ಕೆ ಪರಿಸರ ವಿಮೋಚನಾ ಪತ್ರ ಪಡೆಯುವ ವಿಚಾರ ಕಗ್ಗಂಟಾಗಿ ಪರಿಣಮಿಸಿದೆ. ಈ ಕುರಿತಂತೆ ಸಿಎಂ ಡಿ ಕೆ ಶಿವಕುಮಾರ್ ಅವರು ಕೇಂದ್ರ ಪರಿಸರ, ಅರಣ್ಯ ಮತ್ತು ಹವಾಮಾನ ಬದಲಾವಣೆ ಸಚಿವಾಲಯದ ಜೊತೆ ಸಮಾಲೋಚಿಸಬೇಕಾಗಿದೆ. ಕಾಲಮಿತಿಯೊಳಗೆ ಸಮಸ್ಯೆಗೆ ಪರಿಹಾರಕ್ಕೆ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕಾಗಿದೆ ಎಂದು ಕೆಲ ಕೈಗಾರಿಕೋದ್ಯಮಿಗಳು ಆಗ್ರಹಿಸುತ್ತಾರೆ.
Industrial area built at a cost of crores of rupees is falling into disrepair in Shivamogga – Will CM D K Shivakumar pay attention?
Report: B. Renukesh | Shivamogga, June 08: The industrial estate built in Devakatikoppa on the outskirts of Shivamogga has started falling into disrepair due to the blatant negligence of the Karnataka Industrial Area Development Board (KIADB). Industrialists are facing problems!
The said industrial area has not yet received an ‘Environmental Release Letter’ from the Union Government’s Ministry of Environment, Forest and Climate Change. Due to this, permission is not being given for the establishment of new industries. Industrialists who have plots in the said area are facing serious problems. They are being punished for a mistake that is not theirs.
Hundreds of crores of rupees Cost: KIADB acquired 456 acres of land in Devakatikoppa and Sidlipura village limits in 2013-14. Of this, 80 acres were given to Rajiv Gandhi Housing Corporation, 66 acres to KSSID, and 10 acres to the Labor Department.
In addition, KIADB spent about Rs. 35 crore in 2018-19 to create an industrial layout in 250 acres of Devakatikoppa. The site was also allotted.
Permission not obtained: Since the Devakatikoppa industrial area is located near the Shettyhalli Sanctuary, as per the rules, KIADB should have obtained an ‘Environmental Release Letter’ from the Ministry of Environment, Forest and Climate Change of the Central Government. But permission was not obtained.
On the other hand, KIADB had given permission for the construction of industries in the said place. Accordingly, approximately 20 industrial establishments are functioning. Later, the Ministry of Environment, Forest and Climate Change had instructed that permission should not be given for the establishment of industries without obtaining an environmental clearance certificate. Later, KIADB is not giving permission for the establishment of industries.
No solution: Due to this, no new industries have been established in the Devakatikoppa industrial area for the last many years. KIADB has not taken a serious interest in obtaining an environmental clearance certificate. Due to this, the industrial area built at a cost of crores of rupees has started falling into disrepair.
CM should note: The issue of obtaining an environmental clearance certificate for the Devakatikoppa industrial area has become a deadlock. CM DK Shivakumar needs to consult with the Union Ministry of Environment, Forest and Climate Change in this regard. Some industrialists demand that steps be taken to resolve the problem within a time frame.
