ಶಿವಮೊಗ್ಗ (shivamogga), ಜೂನ್ 08: ಭಾರತೀಯ ಹವಾಮಾನ ಇಲಾಖೆಯು ಕರ್ನಾಟಕದ ಕರಾವಳಿ ಮತ್ತು ಮಲೆನಾಡಿನ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆ ಸೇರಿದಂತೆ ಹಲವು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಭಾರೀ ಮಳೆಯ ಎಚ್ಚರಿಕೆ ಘೋಷಿಸಿದೆ.
ಈಗಾಗಲೇ ರಾಜ್ಯಕ್ಕೆ ಮುಂಗಾರು ಪ್ರವೇಶಗೊಂಡಿದ್ದು, ನಾಳೆಯಿಂದ ಎರಡು ದಿನಗಳ ಕಾಲ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯಲ್ಲಿ ಸಾಮಾನ್ಯದಿಂದ ಭಾರೀ ಪ್ರಮಾಣದ ಮಳೆ ಬೀಳಬಹುದಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಜಿಲ್ಲೆಯ ಜನರು ಸಾಂದರ್ಭಿಕವಾಗಿ ತಕ್ಷಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕಾದ ತುರ್ತು ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಲು ಸದಾ ಸಿದ್ಧರಿರುವಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿ ಪ್ರಭುಲಿಂಗ ಕವಳಿಕಟ್ಟಿ ಅವರು ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಮನವಿ ಮಾಡಿದ್ದಾರೆ.
ಅವರು ಜೂನ್ 08 ರಂದು ತಮ್ಮ ಕಚೇರಿ ಸಭಾಂಗಣದಲ್ಲಿ ಹವಾಮಾನ ತಜ್ಞರ ವರದಿಯನ್ನಾಧರಿಸಿ, ಭಾರೀ ಪ್ರಮಾಣದ ಮಳೆ ಬಂದಲ್ಲಿ ಸಂಭವಿಸಬಹುದಾದ ಅವಘಡಗಳ ಕುರಿತು ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ಸಂಬಂಧಿಸಿದ ಇಲಾಖಾ ಅಧಿಕಾರಿಗಳ ಸಭೆಯ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿ ಮಾತನಾಡುತ್ತಿದ್ದರು.
ಇಂತಹ ತುರ್ತು ಸಂದರ್ಭದಲ್ಲಿ ಕಂದಾಯ, ಅರಣ್ಯ, ಅಗ್ನಿಶಾಮಕ, ಪಂಚಾಯತ್ರಾಜ್, ಲೋಕೋಪಯೋಗಿ, ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು, ರಜೆಯ ಮೇಲೆ ತೆರಳದಂತೆ ಹಾಗೂ ತಮ್ಮ ಕಾರ್ಯಕ್ಷೇತ್ರದಲ್ಲಿದ್ದು, ಸಕಾಲದಲ್ಲಿ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಅವರು ಸಲಹೆ ನೀಡಿದ ಅವರು, ಅಧಿಕಾರಿ-ಸಿಬ್ಬಂಧಿಗಳು ಕೇಂದ್ರಸ್ಥಾನದಿಂದ ಹೊರಹೋಗದಂತೆ ಅವರು ಸೂಚನೆ ನೀಡಿದ್ದಾರೆ.
ತುರ್ತು ಸಂದರ್ಭದಲ್ಲಿ ಪ್ರಾಣ ಮತ್ತು ಆಸ್ತಿಪಾಸ್ತಿ ರಕ್ಷಣೆಗೆ ಅಗತ್ಯವಿರುವ ಮುಂಜಾಗ್ರತಾ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುವುದರ ಜೊತೆಗೆ ಟಾರ್ಚ್ಗಳು, ಬ್ಯಾಟರಿಗಳು, ಮೊಬೈಲ್ ಪವರ್ ಬ್ಯಾಂಕ್ಗಳು ಮತ್ತು ಹೆಚ್ಚುವರಿ ಬ್ಯಾಟರಿಗಳನ್ನು ಸಿದ್ಧವಾಗಿಟ್ಟುಕೊಳ್ಳುವುದರ ಜೊತೆಗೆ ತುರ್ತು ಬಳಕೆಗೆ ಅಗತ್ಯವಿರುವ ಕುಡಿಯುವ ನೀರು, ಒಣ ಆಹಾರ, ಪ್ರಥಮ ಚಿಕಿತ್ಸಾ ಪೆಟ್ಟಿಗೆ ಮತ್ತು ವೈದ್ಯಕೀಯ ಚೀಟಿಗಳನ್ನು ಜೊತೆಯಲ್ಲಿಟ್ಟುಕೊಳ್ಳುವಂತೆ ಅವರು ಸಲಹೆ ನೀಡಿದ್ದಾರೆ.
ಹವಾಮಾನ ಇಲಾಖೆ ಸೂಚನೆಗಳನ್ನು ನಿರಂತರವಾಗಿ ಗಮನಿಸುತ್ತಿರಬೇಕು. ಮನೆ ಅಥವಾ ಕಟ್ಟಡದ ಸೋರಿಕೆಯನ್ನು ತಡೆಗಟ್ಟಿ, ವಿದ್ಯುತ್ ವೈರಿಂಗ್ ಅನ್ನು ಸುರಕ್ಷಿತವಾಗಿರಿಸಿಕೊಳ್ಳಬೇಕು. ಬಲವಾದ ಗಾಳಿ ಮತ್ತು ಗುಡುಗು-ಸಿಡಿಲು ಇರುವಾಗ ಮನೆಯಲ್ಲೇ ಇರಿ, ಮರಗಳು ಅಥವಾ ವಿದ್ಯುತ್ ಕಂಬಗಳ ಕೆಳಗೆ ಹೋಗದಂತೆ ಸೂಚನೆ ನೀಡಿರುವ ಅವರು ತಗ್ಗು ಪ್ರದೇಶದಲ್ಲಿರುವವರು ಸುರಕ್ಷಿತ ಸ್ಥಳಗಳಿಗೆ ಸ್ಥಳಾಂತರಗೊಳ್ಳಲು ಹಾಗೂ ಪ್ರವಾಹ ಪೀಡಿತ ರಸ್ತೆಗಳು, ಜಲಾವೃತವಾದ ಸೇತುವೆಗಳು ಮತ್ತು ಮಲೆನಾಡಿನ ಕಣಿವೆ ಪ್ರದೇಶಗಳಲ್ಲಿ ವಾಹನಗಳನ್ನು ಚಲಾಯಿಸುವುದು ಬೇಡ ಎಂದವರು ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದಾರೆ.
ಅವಧಿಯಲ್ಲಿ ನಗರದಲ್ಲಿ ನಾಗರೀಕರಿಗೆ ಶುದ್ಧ ಕುಡಿಯುವ ನೀರು ಪೂರೈಸಲು, ಚರಂಡಿ ಮತ್ತು ರಾಜಾ ಕಾಲುವೆಗಳಲ್ಲಿ ನೀರು ನಿಲ್ಲದಂತೆ ಪಾಲಿಕೆ ಅಧಿಕಾರಿಗಳು ಗಮನಹರಿಸಬೇಕು. ಜಿಲ್ಲೆಯ ಎಲ್ಲಾ ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ವೈದ್ಯಾಧಿಕಾರಿಗಳು ಉಪಸ್ಥಿತರಿದ್ದು, ಅಗತ್ಯ ಆರೋಗ್ಯ ನೀಡಬೇಕು. ಅಗತ್ಯವಾಗಿರುವ ಔಷಧಗಳನ್ನು ದಾಸ್ತಾನು ಮಾಡಿಟ್ಟುಕೊಳ್ಳಬೇಕು ಎಂದು ಸೂಚಿಸಿದ ಅವರು, ಈ ಸಂದರ್ಭದಲ್ಲಿ ಹಾವುಗಳ ಕಡಿತಕ್ಕೆ ಸೂಕ್ತ ಚಿಕಿತ್ಸೆ ನೀಡಲು ಸಿದ್ಧರಾಗಿರುವಂತೆ ಅವರು ಸೂಚಿಸಿದರು.
ಕಂದಾಯ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ಅಗತ್ಯವಿದ್ದಲ್ಲಿ ನಿರಾಶ್ರಿತರ ವಸತಿಗೆ ಸೂಕ್ತವಾದ ಸ್ಥಳಗಳನ್ನು ಗುರುತಿಸಿಕೊಂಡಿರಬೇಕು. ಅರಣ್ಯ ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು ದುರ್ಬಲ ಮತ್ತು ಒಣಗಿದ ಮರಗಳನ್ನು ತೆರವುಗೊಳಿಸಲು, ರೆಂಬೆ-ಕೊಂಬೆಗಳನ್ನು ಕತ್ತರಿಸಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ಅಗ್ನಿಶಾಮಕದಳ, ಗ್ರಾಮ ಪಂಚಾಯಿತಿ, ಮೆಸ್ಕಾಂ ಸಿಬ್ಬಂಧಿಗಳು ಸನ್ನದ್ದ ಸ್ಥಿತಿಯಲ್ಲಿರಬೇಕು. ಅತೀವ ಮಳೆಯಿಂದ ಜನ-ಜಾನುವಾರುಗಳ ಸಾವು-ನೋವು, ಆಸ್ತಿ ಹಾನಿಯಾದಲ್ಲಿ, ಕೃಷಿ ಮತ್ತು ತೋಟಗಾರಿಕೆ ಬೆಳೆ ಹಾನಿಯಾದಲ್ಲಿ ತಕ್ಷಣದಲ್ಲಿ ಸರ್ವೇ ನಡೆಸಿ, ಸಕಾಲಿಕ ಪರಿಹಾರ ಕ್ರಮಗಳನ್ನು ಒದಗಿಸಲು ಸಿದ್ಧರಿರುವಂತೆ ಅವರು ಸೂಚಿಸಿದರು.
ಸಭೆಯಲ್ಲಿ ಜಿಲ್ಲಾ ಪೊಲೀಸ್ವರಿಷ್ಟಾಧಿಕಾರಿ ಬಿ.ನಿಖಿಲ್, ಅರಣ್ಯಾಧಿಕಾರಿ ಅಜ್ಜಯ್ಯ, ಅಪರ ಜಿಲ್ಲಾಧಿಕಾರಿ ಅಭಿಷೇಕ್ವಿ. ಸೇರಿದಂತೆ ವಿವಿಧ ಇಲಾಖೆಗಳ ಜಿಲ್ಲಾ ಮಟ್ಟದ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಉಪಸ್ಥಿತರಿದ್ದರು.
Red alert for heavy rain in various parts of Shivamogga district: What did the DC say?
Shivamogga, June 08: The Indian Meteorological Department has issued a warning of heavy rain in several districts of Karnataka, including Shivamogga district in coastal and mountainous areas.
With the monsoon already entering the state, and normal to heavy rains are likely to fall in Shivamogga district for two days from tomorrow, District Collector Prabhulinga Kavalikatti has appealed to the public to be always ready to take precautionary measures in case of emergency situations that require immediate action.

In such an emergency, senior officials of various departments including revenue, forest, fire, panchayat raj, public works, local bodies, etc., should not go on leave and should stay in their work area and take appropriate action in time, he advised, and the officers and staff should not leave the headquarters.
He advised to take necessary precautionary measures to protect life and property in case of emergency, and to keep torches, batteries, mobile power banks and extra batteries ready, as well as drinking water, dry food, first aid kit and medical cards required for emergency use.
The instructions of the Meteorological Department should be constantly observed. The house or building should be prevented from leaking and the electrical wiring should be kept safe. He has advised people to stay indoors and not go under trees or electric poles during strong winds and thunderstorms. He has also warned those in low-lying areas to move to safer places and not to drive vehicles on flooded roads, flooded bridges and in mountainous valleys.
During this period, the municipal authorities should ensure that clean drinking water is supplied to the citizens of the city and that water does not stagnate in the drains and Raja canals. Medical officers are present in all government hospitals in the district and necessary health care should be provided. He said that necessary medicines should be kept in stock and that appropriate treatment for snake bites should be provided in such cases.
The Revenue Department officials should identify suitable places for the shelter of the displaced if necessary. The Forest Department officials should take steps to clear weak and dry trees and cut branches. Fire brigade, Gram Panchayat and MESCOM personnel should be on standby. He instructed that if there is loss of life or injury to people and livestock, property damage, or damage to agricultural and horticultural crops due to heavy rains, a survey should be conducted immediately and timely relief measures should be provided.
District Superintendent of Police B. Nikhil, Forest Officer Ajjayya, Additional Deputy Commissioner Abhishek V. and other district-level officials from various departments were present in the meeting.
