ಶಿವಮೊಗ್ಗ (shivamogga), ಏಪ್ರಿಲ್ 22: ಕಾಂಪೌಂಡ್ ಆವರಣದಲ್ಲಿದ್ದ ಬೀದಿ ನಾಯಿಯೊಂದನ್ನು ಮಹಾನಗರ ಪಾಲಿಕೆ ಸಿಬ್ಬಂದಿಗಳು ಹಿಡಿದೊಯ್ದ ಪ್ರಕರಣವೊಂದು, ಇದೀಗ ಪೊಲೀಸ್ ಠಾಣೆ ಮೆಟ್ಟಿಲೇರಿದ ಕುತೂಹಲಕಾರಿ ಪ್ರಕರಣವೊಂದು ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿ ಏಪ್ರಿಲ್ 22 ರಂದು ನಡೆದಿದೆ.
ಅಶ್ವಥ್ ನಗರ ಬಡಾವಣೆಯ ನಿವಾಸಿ, ಕಾರ್ಮಿಕ ಇಲಾಖೆಯ ನಿವೃತ್ತ ಸಿಬ್ಬಂದಿಯಾಗಿರುವ ವೈ ಜಯರಾಮ್ ಎಂಬುವರೇ ಪೊಲೀಸ್ ಠಾಣೆ ಮೆಟ್ಟಿಲೇರಿದವರಾಗಿದ್ದಾರೆ. ಹಿಡಿದೊಯ್ದ ನಾಯಿಯನ್ನು ಹಿಂದಿರುಗಿಸುವಂತೆ ಪಟ್ಟು ಹಿಡಿದಿದ್ದಾರೆ. ಜೊತೆಗೆ ಹೋರಾಟ ನಡೆಸಲು ನಿರ್ಧರಿಸಿದ್ದಾರೆ.
ಏನೀದು ಪ್ರಕರಣ? : ‘ನಮ್ಮ ಮನೆಯ ಮುಂಭಾಗ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಯೊಂದಕ್ಕೆ ಸೇರಿದ ಪಾಳುಬಿದ್ದ ಕಟ್ಟಡವಿದೆ. ಸದರಿ ಕಟ್ಟಡದಲ್ಲಿ ರಾತ್ರಿ ವೇಳೆ ಅನೈತಿಕ ಚಟುವಟಿಕೆಗಳು ನಡೆಯುತ್ತಿದ್ದವು. ಕುಡುಕರು, ಜೂಜುಕೋರರ ಹಾವಳಿಯಿತ್ತು. ಜೊತೆಗೆ ಕಟ್ಟಡದ ಕಬ್ಬಿಣದ ವಸ್ತುಗಳನ್ನು ಕಳ್ಳರು ಹೊತ್ತೊಯ್ಯುತ್ತಿದ್ದರು. ರಸ್ತೆಯಲ್ಲಿ ಓಡಾಡಿಕೊಂಡಿದ್ದ ಬೀದಿ ನಾಯಿಯೊಂದನ್ನು ಸದರಿ ಕಟ್ಟಡದ ಆವರಣದಲ್ಲಿ ಬಿಡಲಾಗಿತ್ತು.
ನಾಯಿಯ ಭಯದಿಂದ ಅನೈತಿಕ ಚಟುವಟಿಕೆ ನಡೆಸುವವರು, ಕಳ್ಳಕಾಕರು ಕಟ್ಟಡದ ಬಳಿ ಬರುತ್ತಿರಲಿಲ್ಲ. ಸುತ್ತಲು ಕಾಂಪೌಂಡ್ ವ್ಯವಸ್ಥೆಯಿದ್ದ ಕಾರಣದಿಂದ, ನಾಯಿಯೂ ಕೂಡ ಹೊರ ಬರುತ್ತಿರಲಿಲ್ಲ. ಕಟ್ಟಡದ ಆವರಣದಲ್ಲಿಯೇ ಆರಾಮಾಗಿ ಓಡಾಡಿಕೊಂಡಿರುತ್ತಿತ್ತು’ ಎಂದು ಜಯರಾಮ್ ಅವರು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.
‘ಹಾಗೆಯೇ ಈ ಹಿಂದೆ ಸದರಿ ನಾಯಿಯನ್ನು ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಡಳಿತದ ಸಿಬ್ಬಂದಿಗಳು ಹಿಡಿದು ಸಂತಾನ ಹರಣ ಶಸ್ತ್ರಚಿಕಿತ್ಸೆ ನಡೆಸಿದ್ದರು. ರೇಬಿಸ್ ಚುಚ್ಚುಮದ್ದು ಹಾಕಿ ನಿಯಮಾನುಸಾರ ಅದರ ವಾಸ ಸ್ಥಳದಲ್ಲಿ ತಂದುಬಿಟ್ಟಿದ್ದರು. ತಾವು ಕೂಡ ಕಾಲಕಾಲಕ್ಕೆ ಅದಕ್ಕೆ ರೇಬಿಸ್ ಇಂಜೆಕ್ಷನ್ ಮಾಡಿಸುತ್ತಿದ್ದೆನೆ. ಸದರಿ ನಾಯಿಯಿಂದ ಯಾರಿಗೂ ತೊಂದರೆಯಾಗಿಲ್ಲ. ಅದರಿಂದ ಸಾಕಷ್ಟು ಅನುಕೂಲವಾಗಿತ್ತು’ ಎಂದು ಹೇಳಿದ್ದಾರೆ.
ಹಿಡಿದೊಯ್ದಿದ್ದಾರೆ : ‘ಆದರೆ ಏಪ್ರಿಲ್ 22 ರ ಬೆಳಿಗ್ಗೆ ಕಾಂಪೌಂಡ್ ಒಳಗಿದ್ದ ನಾಯಿಯನ್ನು, ಏಕಾಏಕಿ ಪಾಲಿಕೆ ಆಡಳಿತದ ಸಿಬ್ಬಂದಿಗಳು ಹಿಡಿದೊಯ್ದಿದ್ದಾರೆ. ಸದರಿ ರಸ್ತೆ ಹಾಗೂ ಬಡಾವಣೆಯಲ್ಲಿ ಭಾರೀ ಸಂಖ್ಯೆಯ ಬೀದಿ ನಾಯಿಗಳಿವೆ. ಹಲವು ನಾಯಿಗಳಿಗೆ ರೇಬಿಸ್ ಇಂಜೆಕ್ಷನ್ ಕೂಡ ಮಾಡಿಲ್ಲ. ಆದರೆ ಇವ್ಯಾವ ನಾಯಿಗಳನ್ನು ಹಿಡಿಯದೆ, ಇಂದೊಂದೆ ನಾಯಿಯನ್ನು ಹಿಡಿದು ಕೊಂಡೊಯ್ದಿರುವುದು ಏಕೆ? ಯಾರದೋ ಪ್ರಚೋದನೆಯಿಂದ ನಾಯಿಯನ್ನು ಹಿಡಿದೊಯ್ದಿದ್ದಾರೆ’ ಎಂದು ಜಯರಾಮ್ ಅವರು ಆರೋಪಿಸುತ್ತಾರೆ.
‘ನಾಯಿ ಕೊಂಡೊಯ್ದ ಪಾಲಿಕೆ ಸಿಬ್ಬಂದಿಗಳನ್ನು ಸಂಪರ್ಕಿಸಿದಾಗ ಸಮರ್ಪಕ ಉತ್ತರ ನೀಡುತ್ತಿಲ್ಲ. ಮತ್ತೊಂದೆಡೆ ಸದರಿ ನಾಯಿ ತಪ್ಪಿಸಿಕೊಂಡಿದೆ ಎಂದು ಹೇಳುತ್ತಿದ್ದಾರೆ. ಈ ಕಾರಣದಿಂದ ತಾವು ವಿನೋಬನಗರ ಪೊಲೀಸ್ ಠಾಣೆಗೆ ತೆರಳಿ ದೂರು ನೀಡಿದ್ದೆನೆ. ಹಾಗೆಯೇ ಪಾಲಿಕೆಯ ಸದರಿ ಸಿಬ್ಬಂದಿಗಳ ವಿರುದ್ದ ಹೋರಾಟ ನಡೆಸಲು ನಿರ್ಧರಿಸಿದ್ದೆನೆ’ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.
ಶ್ವಾನ ಪ್ರಿಯರು : ವೈ ಜಯರಾಮ್ ಅವರು ಶ್ವಾನ ಪ್ರಿಯರಾಗಿದ್ದಾರೆ. ಅನಾರೋಗ್ಯದಿಂದ ಬಳಲುವ ನಾಯಿಗಳಿಗೆ ಚಿಕಿತ್ಸೆ ಕೊಡಿಸುತ್ತಾರೆ. ಅತ್ಯಂತ ಪ್ರೀತಿಯಿಂದ ಸಾಕಿದ್ದ ನಾಯಿಯನ್ನು ಪಾಲಿಕೆ ಸಿಬ್ಬಂದಿಗಳು ಹಿಡಿದೊಯ್ದಿರುವುದು ಅವರ ಆಕ್ರೋಶಕ್ಕೆ ಕಾರಣವಾಗಿದೆ ಎಂದು ಅವರ ಆತ್ಮೀಯರು ತಿಳಿಸುತ್ತಾರೆ.
‘ನೂರಾರು ನಾಯಿಗಳಿವೆ… ಇದೊಂದನ್ನೇ ಏಕೆ ಹಿಡಿದೊಯ್ದಿದ್ದಾರೆ..?!’
*** ‘ಅಶ್ವಥ್ ನಗರ ಬಡಾವಣೆ ಸುತ್ತಮುತ್ತ ನೂರಾರು ಬೀದಿ ನಾಯಿಗಳಿವೆ. ಸಾಕಷ್ಟು ಸಂಖ್ಯೆಯ ನಾಯಿಗಳಿಗೆ ರೇಬಿಸ್ ಇಂಜೆಕ್ಷನ್ ಕೂಡ ಮಾಡಿಲ್ಲ. ಆದರೆ ಇವ್ಯಾವ ನಾಯಿಗಳನ್ನು ಹಿಡಿಯದೆ, ಕಾಂಪೌಂಡ್ ಆವರಣದೊಳಗಿದ್ದ ನಾಯಿಯನ್ನು ಹಿಡಿದು ಕೊಂಡೊಯ್ದಿರುವುದು ಏಕೆ? ಯಾರದೋ ಪ್ರಚೋದನೆಯಿಂದ ನಾಯಿಯನ್ನು ಹಿಡಿದೊಯ್ದಿದ್ದಾರೆ. ಸಿಬ್ಬಂದಿಗಳ ಕ್ರಮ ಸರಿಯಲ್ಲ. ಹಿಡಿದೊಯ್ದಿರುವ ನಾಯಿಯನ್ನು ಅದರ ಸ್ಥಳಕ್ಕೆ ತಂದು ಬಿಡಬೇಕು’ ಎಂದು ವೈ ಜಯರಾಮ್ ಅವರು ಆಗ್ರಹಿಸಿದ್ದಾರೆ.
Shivamogga : ‘Dog’ case reaches police station! | Report: B. Renukesh | Shivamogga, April 22: A case of a stray dog caught by the municipal corporation staff in the compound premises, and now an interesting case has reached the police station.
Y Jayaram, a resident of Ashwath Nagar block and a retired employee of the labor department, is the one who reached the police station. He has insisted on returning the caught dog. He has also decided to fight.
What is the case? : ‘In front of our house, there is a dilapidated building belonging to an educational institution. Immoral activities were taking place in the said building at night. There was a plague of drunkards and gamblers. In addition, thieves were carrying away the iron objects of the building. A stray dog that was roaming on the road was left in the premises of the said building.
Out of fear of the dog, those involved in immoral activities and thieves did not come near the building. Since there was a compound system to go around, the dog did not even come out. It used to roam freely within the premises of the building,’ Jayaram informed.
‘Similarly, the said dog had been caught by the municipal administration staff earlier and had a neutering operation. They had given it a rabies injection and brought it to its place of residence as per the rules. I also used to give it a rabies injection from time to time. No one was harmed by the said dog. It was quite beneficial,’ he said.
Caught: ‘But on the morning of April 22, the municipal administration staff suddenly caught the dog inside the compound. There are a large number of stray dogs on the said road and block. Many of the dogs have not even been injected with rabies. But why was this dog caught and taken away today instead of catching all these dogs? Jayaram alleges that the dog was taken away at someone’s instigation.
‘When I contacted the corporation staff who took the dog, they did not give a proper answer. On the other hand, they are saying that the dog escaped. For this reason, I went to the Vinobanagar police station and filed a complaint. I have also decided to fight against the corporation staff,’ he said.
Dog lovers: Y Jayaram is a dog lover. He treats sick dogs. His relatives say that the fact that the corporation staff caught the dog he loved so much is the reason for his anger.
‘There are hundreds of dogs… why did they catch just this one..?!’
*** ‘There are hundreds of street dogs around Ashwath Nagar Layout. Not even a sufficient number of dogs have been given rabies injections. But why was the dog inside the compound premises caught and taken away instead of catching these dogs? “The dog was caught at someone’s instigation. The staff’s actions are not right. The caught dog should be returned to its place and released,” Y Jayaram demanded.
