ಶಿವಮೊಗ್ಗ (shivamogga), ಆಗಸ್ಟ್ 17: ಖಾಲಿ ನಿವೇಶನಗಳಲ್ಲಿ ಬಿದ್ದಿರುವ ತ್ಯಾಜ್ಯಗಳ ವಿಲೇವಾರಿ ಹಾಗೂ ಸ್ವಚ್ಛತೆಗೆ ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಅಲ್ಲಿನ ಗ್ರೇಟರ್ ಬೆಂಗಳೂರು ಆಡಳಿತ ಜಾರಿಗೆ ತಂದಿರುವ ನೀತಿಯನ್ನು, ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿಯೂ ಪಾಲಿಕೆ ಆಡಳಿತ ಕಾರ್ಯಗತಕ್ಕೆ ತರಬೇಕೆಂಬ ಆಗ್ರಹ ನಾಗರಿಕ ವಲಯದಂದ ಕೇಳಿಬರಲಾರಂಭಿಸಿದೆ.
ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಖಾಲಿ ನಿವೇಶನಗಳಲ್ಲಿ ಬೆಳೆದಿರುವ ಗಿಡಗಂಟೆ, ಅಸ್ವಚ್ಛತೆ ಹಾಗೂ ತ್ಯಾಜ್ಯಗಳ ರಾಶಿಯು ಭಾರೀ ದೊಡ್ಡ ಸಮಸ್ಯೆ ತಂದೊಡ್ಡಿದೆ. ಈ ಕಾರಣದಿಂದ ಕಾಲಮಿತಿಯೊಳಗೆ ಸಂಬಂಧಿಸಿದ ನಿವೇಶನಗಳ ಮಾಲೀಕರು, ನಿವೇಶನ ಸ್ವಚ್ಛಗೊಳಿಸಿ ನಿಗದಿತ ಸ್ಥಳಗಳಲ್ಲಿ ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ಮಾಡಬೇಕು.
ಒಂದು ವೇಳೆ ಸ್ವಚ್ಛತಾ ಕಾರ್ಯ ನಡೆಸದಿದ್ದರೆ, ಆಡಳಿತವೇ ನಿವೇಶನ ಸ್ವಚ್ಛಗೊಳಿಸಲಿದೆ. ತ್ಯಾಜ್ಯ ವಿಲೇವಾರಿ ಮಾಡಲಿದೆ. ಇದಕ್ಕೆ ತಗಲುವ ವೆಚ್ಚವನ್ನು ಸಂಬಂಧಿಸಿದ ನಿವೇಶನಗಳ ಮಾಲೀಕರಿಂದ ವಸೂಲಿ ಮಾಡಲಿದೆ. ಸೈಟ್ ಗಳ ಅಳತೆಗೆ ಅನುಗುಣಾಗಿ ದರ ಸ್ವಚ್ಛತೆ – ಸಾಗಾಣೆ ವೆಚ್ಚದ ದರ ನಿಗದಿಪಡಿಸಿದೆ.
ಜಿಬಿಎ ಆಡಳಿತದ ಖಡಕ್ ಕ್ರಮದ ಬೆನ್ನಲ್ಲೆ, ಬೆಂಗಳೂರಿನ ಹಲವು ಖಾಲಿ ನಿವೇಶನಗಳ ಮಾಲೀಕರು ತಮ್ಮ ಸೈಟ್ ಗಳ ಸ್ವಚ್ಛತೆಗೆ ಕ್ರಮಕೈಗೊಳ್ಳಲಾರಂಭಿಸಿದ್ದಾರೆ. ಇದರಿಂದ ಖಾಲಿ ನಿವೇಶನಗಳಲ್ಲಿ ಕಂಡುಬರುತ್ತಿದ್ದ ಕಸದ ರಾಶಿ, ಅಸ್ವಚ್ಛತೆ ಕಣ್ಮರೆಯಾಗಲಾರಂಭಿಸಿದೆ.
ಶಿವಮೊಗ್ಗದಲ್ಲಿಯೂ ಅಗತ್ಯವಿದೆ : ಶಿವಮೊಗ್ಗ ನಗರ ಹಾಗೂ ಹೊರವಲಯದ ಪ್ರದೇಶಗಳಲ್ಲಿಯೂ ಕೂಡ ಭಾರೀ ದೊಡ್ಡ ಪ್ರಮಾಣದಲ್ಲಿ ಖಾಲಿ ನಿವೇಶನಗಳಲ್ಲಿ ತ್ಯಾಜ್ಯದ ರಾಶಿ ಬಿದ್ದಿರುವುದು ಕಂಡುಬರುತ್ತದೆ. ಹಲವೆಡೆ ನಿವೇಶನಗಳಲ್ಲಿ ಬೆಳೆದಿರುವ ಗಿಡಗಂಟೆಗಳು ಕಿರು ಅರಣ್ಯಗಳ ರೀತಿ ಮಾರ್ಪಾಡಾಗಿವೆ.
ಸಂಬಂಧಿಸಿದ ಮಾಲೀಕರು ನಿವೇಶನಗಳ ಸ್ವಚ್ಛತೆಗೆ ಕ್ರಮಕೈಗೊಳ್ಳುತ್ತಿಲ್ಲ. ಇದರಿಂದ ಸದರಿ ನಿವೇಶನಗಳ ನೆರೆಹೊರೆಯಲ್ಲಿ ವಾಸಿಸುತ್ತಿರುವ ನಾಗರಿಕರು ತೀವ್ರ ತೊಂದರೆ ಎದುರಿಸುವಂತಾಗಿದೆ. ತಮ್ಮದಲ್ಲದ ತಪ್ಪಿಗೆ ಶಿಕ್ಷೆ ಅನುಭವಿಸುವಂತಾಗಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಹೇಳುವವರು, ಕೇಳುವವರು ಯಾರೂ ಇಲ್ಲದಂತಾಗಿದೆ ಎಂದು ನಾಗರೀಕರು ದೂರುತ್ತಾರೆ.
ಅದರಲ್ಲಿಯೂ ನಗರದ ಹೊರವಲಯದ ಪ್ರದೇಶಗಳಲ್ಲಿ ನಾಯಿ ಕೊಡೆಗಳ ರೀತಿಯಲ್ಲಿ ಲೇಔಟ್ ಗಳು ತಲೆಎತ್ತುತ್ತಿವೆ. ಈ ರೀತಿಯ ಹಲವು ಬಡಾವಣೆಗಳಲ್ಲಿನ ಹಲವು ಖಾಲಿ ನಿವೇಶನಗಳು ಕಿರು ಅರಣ್ಯಗಳ ರೀತಿಯಲ್ಲಿ ಗಿಡಗಂಟೆಗಳು ಬೆಳೆದಿವೆ. ಕೆಲವರು ತ್ಯಾಜ್ಯ ವಸ್ತುಗಳನ್ನು ತಂದು ಹಾಕುವ ಡಂಪಿಂಗ್ ಯಾರ್ಡ್ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ಸುತ್ತಮುತ್ತಲಿನ ಬಡಾವಣೆಗಳ ನಿವಾಸಿಗಳು ಆರೋಪಿಸುತ್ತಾರೆ.
ಆಡಳಿತಗಳಿಗೂ ಖಾಲಿ ನಿವೇಶನಗಳ ಅಸ್ವಚ್ಛತೆಯು ದೊಡ್ಡ ತಲೆನೋವಾಗಿ ಪರಿಣಮಿಸಿದೆ. ಮತ್ತೊಂದೆಡೆ, ಕಾನೂನು ರೀತ್ಯ ಕ್ರಮಕೈಗೊಳ್ಳಲು ಮುಂದಾಗುತ್ತಿಲ್ಲ. ಸಂಬಂಧಿಸಿದ ಖಾಲಿ ನಿವೇಶನಗಳ ಮಾಲೀಕರಿಗೆ ನೋಟಿಸ್ ನೀಡುವ, ಹೆಚ್ಚುವರಿ ದಂಡ ವಿಧಿಸುವ ಕಾರ್ಯ ಮಾಡುತ್ತಿಲ್ಲ. ತಮಗೂ ಇದಕ್ಕೂ ಸಂಬಂಧವೇ ಇಲ್ಲದಂತೆ ನಡೆದುಕೊಳ್ಳತ್ತಿವೆ ಎಂಬ ದೂರುಗಳು ನಾಗರಿಕ ವಲಯದಿಂದ ಕೇಳಿಬರುತ್ತಿವೆ.
ಇನ್ನಾದರೂ ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಡಳಿತ, ಶಿವಮೊಗ್ಗ – ಭದ್ರಾವತಿ ನಗರಾಭಿವೃದ್ದಿ ಪ್ರಾಧಿಕಾರ, ಕರ್ನಾಟಕ ಗೃಹ ಮಂಡಳಿ (ಕೆಹೆಚ್’ಬಿ) ಹಾಗೂ ನಗರಕ್ಕೆ ಹೊಂದಿಕೊಂಡಂತಿರುವ ಗ್ರಾಮ ಪಂಚಾಯ್ತಿ ಆಡಳಿತಗಳು ಬೆಂಗಳೂರು ಜಿಬಿಎ ಮಾದರಿಯಲ್ಲಿ ಖಾಲಿ ನಿವೇಶನಗಳ ಸ್ವಚ್ಛತಾ ಅಭಿಯಾನಕ್ಕೆ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು. ಈ ಮೂಲಕ ನಾಗರಿಕರಿಗೆ ಅನುಕೂಲ ಕಲ್ಪಿಸಿಕೊಡಬೇಕು ಎಂಬುವುದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರಿಕರ ಆಗ್ರಹವಾಗಿದೆ.
Unclean Vacant Sites: Citizens urge Shimoga authorities to adopt Bengaluru model! | Report: B. Renukesh | Shimoga, August 17: Citizens are demanding that the Shimoga City Corporation, Urban Development Authority, Karnataka Housing Board (KHB), and Gram Panchayat administrations implement the same policy introduced by the Greater Bengaluru Administration to tackle waste disposal and cleanliness in vacant plots.
In Bengaluru, vacant sites overrun with weeds, filth, and heaps of garbage had become a major problem. To address this, the administration mandated that plot owners must clean their sites and dispose of waste at designated locations within a set timeframe. If owners fail to comply, the administration itself will carry out the cleaning and disposal, charging the expenses to the respective owners. Rates are fixed based on the size of the site for cleaning and transport costs. Following this strict enforcement, many site owners in Bengaluru have begun maintaining their plots, reducing the garbage heaps and unsanitary conditions.
Need in Shimoga: Similar issues are widespread in Shimoga city and its outskirts, where vacant sites are filled with waste and overgrown vegetation resembling small forests. Owners are neglecting their responsibility, leaving nearby residents to suffer. Citizens complain that they are being punished for no fault of their own, with no one listening to their grievances. In several layouts on the outskirts, vacant plots have turned into dumping yards, with residents alleging that some people deliberately dispose of waste there.
Authorities too face headaches due to this growing problem, yet they are not taking legal action. Notices are not being issued, nor are fines imposed on negligent owners. Citizens allege that officials behave as though it is none of their concern. Public voices now insist that Shimoga City Corporation, Shimoga–Bhadravati Urban Development Authority, KHB, and Gram Panchayats must adopt the Bengaluru model of vacant site cleanliness drives. This, they argue, will bring relief to residents and improve civic hygiene.
