ಶಿವಮೊಗ್ಗ (shivamogga), ಮಾರ್ಚ್ 03: ಪ್ರಸ್ತುತ ಎಲ್ಲೆಡೆ ಬಿರು ಬಿಸಿಲು ಬೀಳಲಾರಂಭಿಸಿದೆ. ದಿನದಿಂದ ದಿನಕ್ಕೆ ತಾಪಮಾನ ಏರಲಾರಂಭಿಸಿದೆ. ಈ ನಡುವೆ ಕೆಲವೆಡೆ ಕುಡಿಯುವ ನೀರಿಗೆ ಹಾಹಾಕಾರ ಕಂಡುಬರಲಾರಂಭಿಸಿದೆ. ಹೊಸದಾಗಿ ಬೋರ್’ವೆಲ್ ಕೊರೆಯಿಸಲು ಹಾಗೂ ಟ್ಯಾಂಕರ್ ಮೂಲಕ ಕುಡಿಯುವ ನೀರು ಪೂರೈಕೆ ಬೇಡಿಕೆ ವ್ಯಕ್ತವಾಗಲಾರಂಭಿಸಿದೆ.
ಆದರೆ 2024 – 25 ನೇ ಸಾಲಿನ ಬೇಸಿಗೆ ವೇಳೆ, ಶಿವಮೊಗ್ಗ ತಾಲೂಕಿನ ವಿವಿಧ ಗ್ರಾಮಗಳಿಗೆ ಟ್ಯಾಂಕರ್ ಮೂಲಕ ಪೂರೈಕೆಯಾದ ಕುಡಿಯುವ ನೀರಿಗೆ ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಯಿಂದ ಗ್ರಾಪಂಗಳಿಗೆ ಅನುದಾನ ಬಿಡುಗಡೆಯಾಗಿಲ್ಲ. ಗ್ರಾಪಂ ಆಡಳಿತಗಳೇ ತಮ್ಮ ನಿಧಿಯಿಂದ ಅನುದಾನ ಭರಸಿದ್ದವು.
ಹಾಗಾದರೆ ಕುಡಿಯುವ ನೀರು ಪೂರೈಕೆಗೆಂದೇ ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಗೆ ಬಿಡುಗಡೆಯಾದ ಪ್ರತ್ಯೇಕ ಅನುದಾನ ಏನಾಯಿತು? ಯಾವುದಕ್ಕೆ ಭರಿಸಲಾಯಿತು? ಗ್ರಾಪಂಗಳ ಮೇಲೆ ಆರ್ಥಿಕ ಹೊರೆ ಬೀಳುವಂತೆ ಮಾಡಿದ್ದೇಕೆ? ಎಂಬ ಸ್ಪಷ್ಟ ಮಾಹಿತಿಗಳು ಲಭ್ಯವಾಗದಂತಾಗಿದೆ.
ಗ್ರಾಪಂಗಳಿಗೆ ಹೊರೆ : ‘ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿ ನಿರ್ದೇಶನದಂತೆ, ಟ್ಯಾಂಕರ್ ಮೂಲಕ ಕುಡಿಯುವ ನೀರು ಪೂರೈಸಲಾಗಿತ್ತು. ಇದಕ್ಕೆ ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಯಿಂದಲೇ ಅಗತ್ಯ ಅನುದಾನ ಬಿಡುಗಡೆಯ ಭರವಸೆ ನೀಡಲಾಗಿತ್ತು. ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಗೆ ನೀರು ಪೂರೈಕೆಯ ವೆಚ್ಚ ಭರಿಸುವಂತೆ ಗ್ರಾಪಂ ಆಡಳಿತಗಳು ಕೋರಿಕೆಗಳನ್ನು ಸಲ್ಲಿಸಿದ್ದವು.
ಆದರೆ ಈ ಕೋರಿಕೆಗಳಿಗೆ ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಯಿಂದ ಹಣ ಬಿಡುಗಡೆಯಾಗಿರಲಿಲ್ಲ. ತಮ್ಮ ನಿಧಿಯಿಂದಲೇ ಅನುದಾನ ಭರಿಸುವಂತೆ ಸದರಿ ಕಡತಗಳನ್ನು ಗ್ರಾಪಂಗಳಿಗೆ ವಾಪಾಸ್ ಕಳುಹಿಸಲಾಗಿತ್ತು. ಇದರಿಂದ ಗ್ರಾಪಂಗಳಿಗೆ ಸಾಕಷ್ಟು ಆರ್ಥಿಕ ಹೊರೆ ಬೀಳುವಂತಾಗಿತ್ತು. ಜೊತೆಗೆ ಲೆಕ್ಕ ಪರಿಶೋಧನೆ ವೇಳೆ ಆಕ್ಷೇಪಣೆಗಳು ವ್ಯಕ್ತವಾಗಿದ್ದವು’ ಎಂದು ಹೆಸರು ಬಹಿರಂಗಪಡಿಸಲಿಚ್ಛಿಸದ ಗ್ರಾಪಂ ಅಧಿಕಾರಿಯೋರ್ವರು ಹೇಳುತ್ತಾರೆ.
ಗಮನಿಸಲಿ : ಈ ಕುರಿತಂತೆ ಜಿಲ್ಲಾಡಳಿತ, ಜಿಲ್ಲಾ ಪಂಚಾಯ್ತಿ ಆಡಳಿತ ಪರಿಶೀಲಿಸಬೇಕಾಗಿದೆ. ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಯಿಂದ ಗ್ರಾಪಂಗಳಿಗೆ ಅನುದಾನ ಬಿಡುಗಡೆಯಾಗದಿದ್ದುದು ಏಕೆ? ಎಂಬುವುದರ ಮಾಹಿತಿ ಕಲೆ ಹಾಕಬೇಕಾಗಿದೆ. ಹಾಗೆಯೇ ಪ್ರಸ್ತುತ ಬೇಸಿಗೆ ವೇಳೆ ಟ್ಯಾಂಕರ್ ಮೂಲಕ ಕುಡಿಯುವ ನೀರು ಪೂರೈಕೆಗೆ ತಹಶೀಲ್ದಾರ್ ಕಚೇರಿಯಿಂದ, ಗ್ರಾಪಂ ಆಡಳಿತಗಳಿಗೆ ಅಗತ್ಯ ಅನುದಾನ ಬಿಡುಗಡೆಗೆ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕಾಗಿದೆ.

*** ಶಿವಮೊಗ್ಗ ನಗರಕ್ಕೆ ಹೊಂದಿಕೊಂಡಂತಿರುವ ಗ್ರಾಮ ಪಂಚಾಯ್ತಿ ವ್ಯಾಪ್ತಿಯ ಪ್ರದೇಶಗಳು ಹಾಗೂ ತಾಲೂಕಿನ ವಿವಿಧ ಗ್ರಾಮಗಳಲ್ಲಿ ಹೊಸ ಬೋರ್’ವೆಲ್ ಗಳಿಗೆ ಬೇಡಿಕೆಗಳು ಕಂಡುಬರಲಾರಂಭಿಸಿದೆ. ಹಾಗೆಯೇ ಟ್ಯಾಂಕರ್ ಮೂಲಕವೂ ನೀರು ಪೂರೈಕೆ ಮಾಡಬೇಕೆಂಬ ಆಗ್ರಹ ಗ್ರಾಮಸ್ಥರಿಂದ ಕೇಳಿಬರಲಾರಂಭಿಸಿದೆ. ಈ ಸಂಬಂಧ ತಾಲೂಕು ಕಚೇರಿ ಹಾಗೂ ತಾಲೂಕು ಪಂಚಾಯ್ತಿ ಆಡಳಿತ ಅಗತ್ಯ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕಾಗಿದೆ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಸಮಸ್ಯೆಗಳು ಎದುರಾಗದಂತೆ ಅಗತ್ಯ ಪೂರ್ವಭಾವಿ ಸಿದ್ದತೆಗಳನ್ನು ಮಾಡಿಕೊಳ್ಳಬೇಕಾಗಿದೆ.

*** ಗ್ರಾಮೀಣ ಭಾಗದ ಕುಡಿಯುವ ನೀರು ಸಮಸ್ಯೆ ಪರಿಹಾರ ಹಾಗು ನೈರ್ಮಲ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಪ್ರತ್ಯೇಕ ಇಲಾಖೆ ಕಾರ್ಯನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿದೆ. ಆದರೆ ಸದರಿ ಇಲಾಖೆ ಜನಮಾನಸದಿಂದ ದೂರವಾಗಿರುವ ಆರೋಪಗಳು ಕೇಳಿಬರಲಾರಂಭಿಸಿವೆ. ಗ್ರಾಮಸ್ಥರಿಗೆ ಸದರಿ ಇಲಾಖೆಯ ಸೇವೆ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಲಭ್ಯವಾಗುತ್ತಿಲ್ಲವೆಂಬ ದೂರುಗಳಿವೆ. ಈ ಸಂಬಂಧ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು ಗಮನಹರಿಸಬೇಕಾಗಿದೆ. ಸದರಿ ಇಲಾಖೆಗೆ ಚುರುಕುಮುಟ್ಟಿಸುವ ಕಾರ್ಯ ನಡೆಸಬೇಕಾಗಿದೆ ಎಂಬ ಆಗ್ರಹ ಕೇಳಿಬರಲಾರಂಭಿಸಿದೆ.
Drinking Water Supply by Tanker in Shivamogga Taluk: Grants Not Released from the Tahsildar’s Office to Gram Panchayats

Meanwhile, in some places, drinking water scarcity has started to appear. Demands are being raised for new borewells to be drilled and for drinking water to be supplied through tankers.
However, during the summer of 2024–25, for the drinking water supplied by tankers to various villages in Shivamogga taluk, the Tahsildar’s office did not release grants to the Gram Panchayats. The Panchayat administrations had to bear the expenses from their own funds.
So, what happened to the separate grants released to the Tahsildar’s office specifically for drinking water supply? For what purpose were they used? Why were Gram Panchayats burdened financially? Clear information on this is not available.
Burden on Gram Panchayats : “As per the directions of the Tahsildar’s office, drinking water was supplied through tankers. The Tahsildar’s office had assured that the necessary grants would be released. Panchayat administrations submitted requests to the Tahsildar’s office to cover the expenses of water supply.
But these requests were not met with fund releases. Instead, the files were returned to the Panchayats, instructing them to bear the expenses from their own funds. This caused a significant financial burden on the Panchayats. During audits, objections were also raised,” said a Panchayat official who did not wish to be named.
Need for Attention : The district administration and the Zilla Panchayat administration must investigate this matter. Why were grants not released from the Tahsildar’s office to the Gram Panchayats? Information must be gathered. Also, during the current summer, steps must be taken to release the necessary grants from the Tahsildar’s office to Panchayat administrations for tanker-based drinking water supply.
