ಶಿವಮೊಗ್ಗ (shivamogga), ಮೇ 23: ಶಿವಮೊಗ್ಗ ನಗರದ ಹೊರವಲಯದಲ್ಲಿ ಹಾದು ಹೋಗಿರುವ ತುಂಗಾ ಮೇಲ್ದಂಡೆ ನಾಲೆಯು, ಅಕ್ಷರಶಃ ಡಂಪಿಂಗ್ ಯಾರ್ಡ್ ಆಗಿ ಪರಿವರ್ತಿತವಾಗುತ್ತಿದೆ. ಹಲವೆಡೆ ಕೊಳಚೆ ನೀರು ಹರಿದು ಹೋಗುವ ರಾಜಕಾಲುವೆಯಂತೆ ಮಾರ್ಪಾಡಾಗಿದೆ!
ಅನುಪಿನಕಟ್ಟೆ, ಗೋಪಾಳ, ಗಾಡಿಕೊಪ್ಪ, ಆಲ್ಕೋಳ, ಜೆ ಹೆಚ್ ಪಟೇಲ್ ಬಡಾವಣೆ, ಸೋಮಿನಕೊಪ್ಪ, ಆದರ್ಶ ನಗರ, ಬೊಮ್ಮನಕಟ್ಟೆ ಮೊದಲಾದೆಡೆ ಕಾಲುವೆಯಲ್ಲಿ ಭಾರೀ ಪ್ರಮಾಣದ ಕೊಳಚೆ ರಾಶಿ ಬಿದ್ದಿರುವುದು ಕಂಡುಬರುತ್ತಿದೆ.
ಒಂದೆಡೆ ಸುತ್ತಮುತ್ತಲಿನ ಬಡಾವಣೆಗಳ ನಿವಾಸಿಗಳು ನಾಲೆಗೆ ಕಸವನ್ನು ಹಾಕುತ್ತಿದ್ದಾರೆ. ಹಾಗೆಯೇ ಕೆಲ ಹೋಟೆಲ್, ಅಂಗಡಿ, ಕಲ್ಯಾಣ ಮಂಟಪ, ಪಾರ್ಟಿ ಹಾಲ್ ನವರು ಸೇರಿದಂತೆ ಇತರೆ ವ್ಯಾಪಾರಿಗಳು ಅಳಿದುಳಿದ ತ್ಯಾಜ್ಯವನ್ನು ನಾಲೆಗೆ ತಂದು ಸುರಿಯುತ್ತಿದ್ದಾರೆ.
ಇನ್ನೊಂದೆಡೆ ಕೆಲವರು ಪ್ರತಿನಿತ್ಯ ಲಾರಿ, ಟ್ರ್ಯಾಕ್ಟರ್ ಗಳಲ್ಲಿ ಲೋಡ್ ಗಟ್ಟಲೆ ಭಾರೀ ಪ್ರಮಾಣದ ಒಣ – ಹಸಿ ಕಸವನ್ನು ನಾಲೆಗೆ ತಂದು ನೇರವಾಗಿ ಸುರಿಯುತ್ತಿದ್ದಾರೆ. ಹೇಳುವವರು, ಕೇಳುವವರು ಯಾರೂ ಇಲ್ಲದಂತಾಗಿದೆ.
ಮತ್ತೆ ಹಲವೆಡೆ ಬಡಾವಣೆಗಳ ಚರಂಡಿ ಕೊಳಚೆ ನೀರನ್ನು ಕೂಡ ನಾಲೆಗೆ ನೇರವಾಗಿ ಬಿಡಲಾಗುತ್ತಿದೆ. ಪ್ರಸ್ತುತ ನಾಲೆಗೆ ತುಂಗಾ ನದಿಯಿಂದ ನೀರು ಬಿಡುತ್ತಿಲ್ಲ. ಇದರಿಂದ ಹಲವೆಡೆ ನಾಲೆಯು ಕೊಳಚೆ ಗುಂಡಿಯಂತೆ ಗೋಚರವಾಗುತ್ತಿದೆ. ದುರ್ನಾತ ಬೀರುತ್ತಿದೆ.
ಕ್ರಮಕೈಗೊಳ್ಳಲಿ : ತುಂಗಾ ಮೇಲ್ದಂಡೆ ನಾಲೆಯು ಘನತ್ಯಾಜ್ಯ ಹಾಕುವ ಡಂಪಿಂಗ್ ಯಾರ್ಡ್ ಆಗಿದ್ದು, ಸ್ವಚ್ಛ ಭಾರತ ಅಭಿಯಾನವನ್ನೇ ನಾಚಿಸುವಂತಿದೆ. ಇನ್ನಾದರೂ ಆಡಳಿತ ಎಚ್ಚೆತ್ತುಕೊಳ್ಳಬೇಕು. ನಾಲೆ ಸ್ವಚ್ಛಗೊಳಿಸಬೇಕು. ಕಸ ಹಾಕುವವರನ್ನು ಪತ್ತೆ ಹಚ್ಚಿ ದಂಡ ವಿಧಿಸಬೇಕು. ಸಿಸಿ ಕ್ಯಾಮರಾ ಅಳವಡಿಸಬೇಕು. ನಾಲೆಯ ಜಾಗಕ್ಕೆ ಫೆನ್ಸಿಂಗ್ ಹಾಕಬೇಕು. ನಿರಂತರ ಗಸ್ತು ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕಾಗಿದೆ.
ಕಾಲುವೆ ಮೇಲೆ ಸೋಲಾರ್ ಪ್ಯಾನಲ್ ಅಳವಡಿಸಲಿ..!
*** ತುಂಗಾ ಮೇಲ್ದಂಡೆ ನಾಲೆಯು ಸುಮಾರು 100 ಅಡಿ ಅಗಲ – ಆಳವಿದೆ. ನಾಲೆಯ ಇಕ್ಕೆಲದಲ್ಲಿ ಅಪಾರ ಪ್ರಮಾಣದ ಜಾಗವಿದೆ. ನಾಲೆ ಹಾದು ಹೋಗಿರುವ ಹಲವೆಡೆ ದೊಡ್ಡ ದೊಡ್ಡ ಬಡಾವಣೆಗಳು ನಿರ್ಮಾಣವಾಗಿವೆ. ಈ ಹಿಂದೆ ನಾಲೆಯ ಮೇಲ್ಭಾಗ ಹಾಗೂ ಇಕೆಲಗಳಲ್ಲಿ ಸೋಲಾರ್ ಪ್ಯಾನಲ್ ಅಳವಡಿಕೆಯ ಚಿಂತನೆ ನಡೆಸಲಾಗಿತ್ತು. ಸ್ಮಾರ್ಟ್ ಸಿಟಿ ಯೋಜನೆಯಡಿಯೂ ನಾಲೆ ಸ್ಮಾರ್ಟ್ ಮಾಡುವ ಚರ್ಚೆಗಳಿದ್ದವು. ಆದರೆ ಆಡಳಿತದ ಇಚ್ಛಾಶಕ್ತಿ, ಜನಪರ ಕಾಳಜಿಯ ಕೊರತೆಯಿಂದ ಇವ್ಯಾವ ಚಿಂತನೆಗಳು ಕಾರ್ಯರೂಪಕ್ಕೆ ಬರಲಿಲ್ಲ. ಸೋಲಾರ್ ಪ್ಯಾನಲ್ ಯೋಜನೆ ಅನುಷ್ಠಾನವಾಗಿದ್ದರೆ ಶಿವಮೊಗ್ಗ ನಗರ ಮಾತ್ರವಲ್ಲದೆ ಸುತ್ತಮುತ್ತಲಿನ ಜಿಲ್ಲೆಗಳಿಗೂ ವಿದ್ಯುತ್ ಸರಬರಾಜು ಮಾಡಬಹುದಾಗಿತ್ತು ಎಂದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರಿಕರು ಹೇಳುತ್ತಾರೆ.

*** ತುಂಗಾ ಮೇಲ್ದಂಡೆ ನಾಲೆ ಹಾದು ಹೋಗಿರುವ ಇಕ್ಕೆಲಗಳಲ್ಲಿ, ದೊಡ್ಡ ದೊಡ್ಡ ಬಡಾವಣೆಗಳು ಅಭಿವೃದ್ದಿಯಾಗಿವೆ. ಸಾವಿರಾರು ಜನರು ವಾಸಿಸುತ್ತಿದ್ದಾರೆ. ಇದರಿಂದ ತುಂಗಾ ಮೇಲ್ದಂಡೆಗೆ ಸೇರಿದ ಜಾಗದ ಮೇಲೆ ಭೂಗಳ್ಳರ ಕಣ್ಣು ಬಿದ್ದಿದೆ. ಕೆಲವರು ನಾಲೆಯ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಮತ್ತೆ ಕೆಲವರು ನಾಲೆ ನಿರ್ಮಾಣದ ವೇಳೆ ತೆಗೆದು ಹಾಕಲಾದ ಕಲ್ಲುಮಣ್ಣು ಲೂಟಿ ಮಾಡುತ್ತಿದ್ದಾರೆ ಎಂದು ನಾಗರಿಕರು ದೂರುತ್ತಾರೆ.
ಅನೈತಿಕ ಚಟುವಟಿಕೆಗಳ ತಾಣ
*** ತುಂಗಾ ಮೇಲ್ದಂಡೆ ನಾಲೆ ಹಾದು ಹೋಗಿರುವ ಹಲವೆಡೆ ಗಿಡಗಂಟೆ, ಪೋದೆಗಳು ಬೆಳೆದುಕೊಂಡಿದೆ. ಇಂತಹ ನಿರ್ಜನ ಸ್ಥಳಗಳಲ್ಲಿ ಹಗಲು ವೇಳೆಯೇ ಅನೈತಿಕ ಚಟುವಟಿಕೆಗಳು ನಡೆಯುತ್ತಿವೆ. ಈ ಕಾರಣದಿಂದ ನಾಲೆಯನ್ನು ಸ್ವಚ್ಛವಾಗಿಟ್ಟುಕೊಳ್ಳಬೇಕು. ನಾಲೆಯ ಅಮೂಲ್ಯವಾದ ಜಾಗವನ್ನು ಜನೋಪಯೋಗಿ ಕಾರ್ಯಕ್ಕೆ ಬಳಕೆ ಮಾಡಬೇಕು. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆಯವರು ಆದ್ಯ ಗಮನಹರಿಸಬೇಕು ಎಂದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರಿಕರು ಆಗ್ರಹಿಸುತ್ತಾರೆ.
Shimoga : Tunga Upper Bank Canal Turning into a Dumping Yard! | Report: B. Renukesh | Shimoga, May 23: The Tunga Upper Bank canal, which passes through the outskirts of Shimoga city, has literally turned into a dumping yard. In many places, it has become like a sewage drain! At Anupinakatte, Gopala, Gadikoppa, Alkol, J.H. Patel Layout, Sominakoppa, Adarsha Nagar, Bommanakatte, and other areas, huge piles of garbage are seen dumped into the canal.
On one side, residents of nearby localities are throwing waste into the canal. Similarly, hotels, shops, marriage halls, and other businesses are dumping leftover waste directly into it. On the other side, some people are bringing truckloads and tractor loads of dry and wet waste daily and dumping it straight into the canal. There seems to be no one to question or stop them. In many places, sewage water from residential drains is also being released directly into the canal. Currently, no water is being let into the canal from the Tunga River. As a result, the canal looks like a cesspool in several stretches, emitting foul odors.
Action Needed : The Tunga Upper Bank canal has become a dumping yard for solid waste, making a mockery of the Swachh Bharat Mission. Authorities must wake up, clean the canal, identify and fine those dumping waste, install CCTV cameras, fence the canal area, and arrange continuous patrolling.
Solar Panels Over the Canal : The canal is about 100 feet wide and deep, with vast space along its banks. Large residential areas have developed around it. Earlier, there was a plan to install solar panels over and along the canal. Discussions were also held under the Smart City project to make the canal “smart.” But due to lack of administrative will and public concern, these ideas never materialized. If the solar panel project had been implemented, electricity could have been supplied not only to Shimoga city but also to neighboring districts, say aware citizens.
Land Encroachment and Looting of Stones : Large residential layouts have sprung up along the canal, housing thousands of people. This has attracted land grabbers to the canal’s property. Some are encroaching on canal land, while others are looting stones and soil removed during canal construction, complain citizens.
Hub of Illegal Activities : In many places, shrubs and bushes have grown along the canal. Such deserted spots have become centers for illegal activities even during the daytime. Hence, the canal must be kept clean, and its valuable land should be used for public purposes. Citizens urge the concerned departments to give priority attention to this matter.
