ಹಲವೆಡೆ ರಸ್ತೆ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡು ಬೃಹತ್ ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಮಾಡಲಾಗುತ್ತಿದೆ. ಸೆಟ್’ಬ್ಯಾಕ್ ನಿಯಮಗಳ ಸಂಪೂರ್ಣ ಉಲ್ಲಂಘನೆ ಮಾಡಲಾಗುತ್ತಿದೆ. ಆದರೆ ಇದನ್ನು ಗಮನಿಸಬೇಕಾದ ಪಾಲಿಕೆ ವಾರ್ಡ್ ಎಂಜಿನಿಯರ್ ಗಳು ದಿವ್ಯ ಮೌನಕ್ಕೆ ಶರಣಾಗಿದ್ದಾರೆ ಎಂದು ಸಾರ್ವಜನಿಕ ವಲಯದಲ್ಲಿ ದೂರಲಾಗುತ್ತಿದೆ.
ಬಡಾವಣೆಗಳಲ್ಲಿ ರಸ್ತೆ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡು ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಮಾಡುವುದರಿಂದ ಸುಗಮ ಜನ – ವಾಹನ ಸಂಚಾರಕ್ಕೆ ತೊಂದರೆಯಾಗಿ ಪರಿಣಮಿಸಲಿದೆ. ಹಾಗೆಯೇ ನೆರೆಹೊರೆ ನಿವಾಸಿಗಳಿಗೂ ಕಿರಿಕಿರಿಯಾಗುತ್ತಿದೆ ಎಂದು ನಾಗರಿಕರು ಆರೋಪಿಸುತ್ತಾರೆ.
ರಸ್ತೆ ಮೇಲೆ ಸಾಮಗ್ರಿಗಳು : ಶಿವಮೊಗ್ಗ ನಗರದ ಹಲವೆಡೆ ರಸ್ತೆ ಮೇಲೆಯೇ ಮರಳು, ಜಲ್ಲಿ, ಎಂ ಸ್ಯಾಂಡ್ ಸೇರಿದಂತೆ ಕಟ್ಟಡ ನಿರ್ಮಾಣಕ್ಕೆ ಬಳಸುವ ಸಾಮಗ್ರಿಗಳನ್ನು ಎಲ್ಲೆಂದರಲ್ಲಿ ಹಾಕಲಾಗುತ್ತಿದೆ. ಇದು ಸುಗಮ ವಾಹನ ಸಂಚಾರಕ್ಕೆ ಅಡೆತಡೆಯಾಗುತ್ತಿದೆ.
ಅದರಲ್ಲಿಯೂ ಸಾಕಷ್ಟು ಸಂಖ್ಯೆಯ ದ್ವಿಚಕ್ರ ವಾಹನ ಸವಾರರು ಸ್ಕಿಡ್ ಆಗಿ ಬೀಳುವಂತಾಗಿದೆ. ಈ ಬಗ್ಗೆಯೂ ಪಾಲಿಕೆ ವಾರ್ಡ್ ಎಂಜಿನಿಯರ್ ಗಳು ಯಾವುದೇ ಗಮನಹರಿಸುತ್ತಿಲ್ಲ ಎಂದು ನಾಗರಿಕರು ದೂರುತ್ತಾರೆ.
ಗಮನಹರಿಸಲಿ : ರಸ್ತೆ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಿಕೊಂಡು ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಮಾಡುವುದಕ್ಕೆ ಕಡಿವಾಣ ಹಾಕಬೇಕು. ಹಾಗೆಯೇ ರಸ್ತೆ ಮೇಲೆಯೇ ಕಟ್ಟಡ ಸಾಮಗ್ರಿ ಹಾಕುವವರಿಗೆ ಸೂಕ್ತ ಎಚ್ಚರಿಕೆ ನೀಡಬೇಕು. ಈ ಮೂಲಕ ಸುಗಮ ಜನ – ವಾಹನ ಸಂಚಾರಕ್ಕೆ ಅಗತ್ಯವಿರುವ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ನಗರದ ಪ್ರಜ್ಞಾವಂತ ನಾಗರಿಕರು ಆಗ್ರಹಿಸುತ್ತಾರೆ.
ಎಂಜಿನಿಯರ್’ಗಳಿಗೆ ಪಾಲಿಕೆ ಆಯುಕ್ತ ಮಾಯಣ್ಣಗೌಡ ಸೂಚನೆಯೇನು?
*** ‘ಪಾಲಿಕೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಹೊಸದಾಗಿ ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಮಾಡುವವರು ಪರವಾನಿಗೆ ನಿಯಮಗಳ ಕಡ್ಡಾಯ ಪಾಲನೆ ಮಾಡಬೇಕು. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ರಸ್ತೆ ಜಾಗ, ಫುಟ್’ಪಾತ್ ಜಾಗ ಒತ್ತುವರಿ ಮಾಡಬಾರದು. ನಿಯಮ ಉಲ್ಲಂಘಿಸುವವರಿಗೆ ಅಂತಿಮ ಹಂತದ ಪರವಾನಿಗೆ ನೀಡುವುದಿಲ್ಲ. ಹಾಗೆಯೇ ಕಾನೂನು ರೀತ್ಯ ಕ್ರಮ ಜರುಗಿಸಲಾಗುವುದು’ ಎಂದು ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರಾದ ಮಾಯಣ್ಣಗೌಡ ಅವರು ಸ್ಪಷ್ಟಪಡಿಸಿದ್ದಾರೆ.
ಹಾಗೆಯೇ ಕಟ್ಟಡ ನಿರ್ಮಾಣ ಮಾಡುವವರು ರಸ್ತೆ ಮೇಲೆ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಜಲ್ಲಿ, ಮರಳು, ಇಟ್ಟಿಗೆ ಸೇರಿದಂತೆ ಯಾವುದೇ ರೀತಿಯ ಕಟ್ಟಡ ಸಾಮಗ್ರಿ ಹಾಕಬಾರದು. ಸಾಮಗ್ರಿಗಳನ್ನು ರಸ್ತೆ ಮೇಲೆ ಹಾಕುವುದರಿಂದ ಜನ – ವಾಹನ ಸಂಚಾರಕ್ಕೆ ಅಡ್ಡಿಯಾಗುತ್ತದೆ. ಅಪಘಾತಗಳು ಸಂಭವಿಸಿ ಅಮಾಯಕರು ತೊಂದರೆಗೆ ಸಿಲುಕುತ್ತಾರೆ. ಜೊತೆಗೆ ರಸ್ತೆ ಫುಟ್’ಪಾತ್ ಜಾಗದಲ್ಲಿ ಬೇಲಿ ಹಾಕಬಾರದು ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.
ಪಾಲಿಕೆ ವಾರ್ಡ್ ಎಂಜಿನಿಯರ್ ಗಳು ನಿಯಮಿತವಾಗಿ ತಮ್ಮ ಏರಿಯಾಗಳಲ್ಲಿ ಕಟ್ಟಡ ನಿರ್ಮಾಣಗಳ ಪರಿಶೀಲನೆ ನಡೆಸಬೇಕು. ಕಟ್ಟಡ ಮಾಲೀಕರಿಗೆ ಅಗತ್ಯ ಸಲಹೆ – ಸೂಚನೆ ನೀಡುವುದರ ಜೊತೆಗೆ, ನಿಯಮ ಪಾಲನೆ ಮಾಡಲಾಗುತ್ತಿದೆಯೇ ಎಂಬುವುದನ್ನು ಪರಿಶೀಲಿಸಬೇಕು. ಹಾಗೆಯೇ ರಸ್ತೆ ಮೇಲೆ ಕಟ್ಟಡ ಸಾಮಗ್ರಿ ಹಾಕಿದ್ದು ಕಂಡುಬಂದರೆ ಅದನ್ನು ತೆರವುಗೊಳಿಸಲು ಸಂಬಂಧಿಸಿದವರಿಗೆ ಸೂಚಿಸಬೇಕು. ಈಗಾಗಲೇ ಈ ಸಂಬಂಧ ನಿಯಮಿತವಾಗಿ ಎಂಜಿನಿಯರ್ ಗಳಿಗೆ ಸಲಹೆ ಸೂಚನೆ ನೀಡಿಕೊಂಡು ಬರಲಾಗುತ್ತಿದೆ ಎಂದು ಆಯುಕ್ತ ಮಾಯಣ್ಣಗೌಡ ಅವರು ಪ್ರಶ್ನೆಯೊಂದಕ್ಕೆ ಉತ್ತರಿಸಿದ್ದಾರೆ.

*** ‘Those constructing new buildings within the municipal limits must strictly follow the permit rules. Road space and footpaths should not be encroached on for any reason. Final stage permits will not be issued to those who violate the rules. Similarly, legal action will be taken,’ said the Municipal Commissioner Mayanna Gowda.
Similarly, those who are constructing buildings should not put any kind of building material including gravel, sand, bricks on the road for any reason. Putting the materials on the road will obstruct the movement of people and vehicles. Accidents will occur and innocent people will get into trouble. The ward engineers of the corporation should regularly inspect the constructions in their areas. In addition to giving necessary advice and instructions to the building owners, they should also check whether the rules are being followed.
