ಶಿವಮೊಗ್ಗ (shivamogga), ಜುಲೈ 15 : ನಗರದ ಹಲವು ಸ್ಥಳಗಳನ್ನು ಗುರುತಿಸಿ, ನಗರ ಸಾರಿಗೆ ಬಸ್ಸುಗಳ ನಿಲುಗಡೆಗಾಗಿ ಅವಕಾಶ ನೀಡಲಾಗಿದೆ. ಆದಾಗ್ಯೂ ನಗರ ಸಂಚಾರಿ ಬಸ್ಸುಗಳ ಚಾಲಕರು ನಿಗಧಿತ ಬಸ್ಸ್ಟಾಪ್ಗಳಲ್ಲದೇ ಎಲ್ಲೆಂದರಲ್ಲಿ ಬಸ್ಸುಗಳನ್ನು ನಿಲ್ಲಿಸಿ, ಜನಸಂಚಾರಕ್ಕೆ ಅಡಚಣೆ ಉಂಟಾಗುತ್ತಿರುವುದನ್ನು ಜಿಲ್ಲಾಡಳಿತ ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿದ್ದು, ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ನಿಗಧಿಪಡಿಸಿದ ಸ್ಥಳದಲ್ಲಿಯೇ ಬಸ್ಸುಗಳನ್ನು ನಿಲ್ಲಿಸುವಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ನಗರ ಸಾರಿಗೆ ಬಸ್ಸುಗಳ ವಾಹನ ಚಾಲಕರಿಗೆ ಸೂಚಿಸಿದ್ದಾರೆ.
ಅವರು ಇಂದು ತಮ್ಮ ಕಚೇರಿ ಸಭಾಂಗಣದಲ್ಲಿ ನಗರದ ಆಟೋರಿಕ್ಷಾ ಸಂಚಾರಿ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ನ್ಯೂನತೆಗಳು ಮತ್ತು ಪರಿಹಾರ ಕ್ರಮಗಳ ಕುರಿತು ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ಸಭೆಯ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿ ಮಾತನಾಡುತ್ತಿದ್ದರು. ಬಸ್ಸುಗಳ ನಿಲುಗಡೆ ಕುರಿತು ಬಸ್ಸುಗಳ ಚಾಲಕರಿಗೆ ಕೂಡಲೇ ಸೂಚನೆ ನೀಡುವಂತೆ ಪ್ರಾದೇಶಿಕ ಸಾರಿಗೆ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದ ಅವರು, ನೆರೆಯ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಆಟೋದರ ಪರಿಷ್ಕರಣೆ ಮಾಡಿರುವ ಮಾನದಂಡಗಳನ್ನು ತುಲನಾತ್ಮಕವಾಗಿ ಅವಲೋಕಿಸಿ, ಸಂಬಂಧಿಸಿದ ಪ್ರಾಧಿಕಾರಗಳ ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ಚರ್ಚಿಸಿ, ದರಪರಿಷ್ಕರಣೆ ಕುರಿತು ಕ್ರಮ ವಹಿಸಲಾಗುವುದು ಎಂದರು.
ರ್ಯಾಪಿಡೋ ಅಥವಾ ಅಂತಹ ಯಾವುದೇ ಸಂಸ್ಥೆಯು ಸಾರಿಗೆ ಸೇವೆ ಆರಂಭಿಸಿದಲ್ಲಿ ಸರ್ಕಾರದ ಮಾರ್ಗಸೂಚಿಯನುಸಾರ ಅನುಮತಿ ನೀಡಲಾಗುವುದು. ಮಾನ್ಯತೆ ಪಡೆಯದೇ, ದಾಖಲೆಗಳಿಲ್ಲದೆ ಅನಧಿಕೃತವಾಗಿ ವಾಹನ ಚಲಾಯಿಸುತ್ತಿದ್ದಲ್ಲಿ ನಿಯಮಾನುಸಾರ ಕ್ರಮ ವಹಿಸಲಾಗುವುದು ಎಂದರು.
ಎಸ್ಪಿ ಹೇಳಿದ್ದೇನು? : ಆಟೋ ಚಾಲಕರು ಯಾವುದೇ ಅವಘಡಗಳು ನಡೆಯದಂತೆ ವಿಶೇಷ ಕಾಳಜಿ ವಹಿಸಿ. ಶಾಲಾ ಮಕ್ಕಳನ್ನು ಸುರಕ್ಷಿತವಾಗಿ ಕರೆದುಕೊಂಡು ಹೋಗಿ ಬನ್ನಿ. ಶಾಲಾ ಮಕ್ಕಳ ಪ್ರಯಾಣದ ಸಂದರ್ಭದಲ್ಲಿ ಸಂಚಾರಿ ನಿಯಮಗಳನ್ನು ಅನುಸರಿಸಿ. ನಗರದಲ್ಲಿ 5665 ನೋಂದಾಯಿತ ಆಟೋಗಳಿವೆ. ಆಟೋದಲ್ಲಿ ಚಾಲಕ-ಮಾಲಕರ, ಪೊಲೀಸ್ ಇಲಾಖೆಯ ನೋಂದಣಿ ಹೊಂದಿರುವ ಮಾಹಿತಿ ಫಲಕವನ್ನು ತಮ್ಮ ಆಟೋದಲ್ಲಿ ಅಳವಡಿಸಿ. ಇದರಿಂದಾಗಿ ಸಾರ್ವಜನಿಕರಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ. ಆಟೋಗಳ ವಿಮೆಯನ್ನು ಕಾಲಕಾಲಕ್ಕೆ ನವೀಕರಿಸಿಕೊಳ್ಳಿ. ಮಾದಕ ವಸ್ತುಗಳ ಸಾಗಾಣಿಕೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಮಾಹಿತಿ ಇದ್ದಲ್ಲಿ ಪೊಲೀಸ್ ಇಲಾಖೆಗೆ ಮಾಹಿತಿ ನೀಡಿ, ಸೌಹಾರ್ದ ಸಮಾಜ ನಿರ್ಮಾಣಕ್ಕೆ ಸಹಕರಿಸುವಂತೆ ಜಿಲ್ಲಾ ರಕ್ಷಣಾಧಿಕಾರಿ ಬಿ.ನಿಖಿಲ್ ಅವರು ತಿಳಿಸಿದ್ಧಾರೆ.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಆಟೋಗಳ ಚಾಲಕರು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಮನವಿ ಮಾಡಿ, ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿ ಜನಸಂಚಾರಕ್ಕಾಗಿ ರ್ಯಾಪಿಡೋ ಸಂಸ್ಥೆಯು ದ್ವಿಚಕ್ರ ವಾಹನ ಸೇವೆ ಆರಂಭಿಸಿದೆ. ರ್ಯಾಪಿಡೋ ಸಂಚಾರಿ ಮಾರ್ಗಸೂಚಿ ಬಿಡುಗಡೆ ಆಗುವವರೆಗೆ ಈ ವಾಹನಗಳು ರಸ್ತೆಗೆ ಇಳಿಸದಂತೆ ಸೂಚಿಸಿ. ರ್ಯಾಪಿಡೋ ವಾಹನಗಳ ಬಹುತೇಕ ಚಾಲಕರು ನಿಯಮಾನುಸಾರ ವಾಹನ ಚಾಲನಾ ಪರವಾನಿಗೆ ಹೊಂದಿರುವುದಿಲ್ಲ.
ಇದರಿಂದಾಗಿ ಸಂಭಾವ್ಯ ಅವಘಡ, ಅನಾಹುತಗಳಿಗೆ ಜನಸಾಮಾನ್ಯರು ಬಲಿಯಾಗಬೇಕಾಗುತ್ತದೆ. ಅಲ್ಲದೇ ಬಹುಸಂಖ್ಯಾತ ಆಟೋ ಚಾಲಕರು ಆಟೋ ನಡೆಸುವುದನ್ನೇ ಬಂಡವಾಳ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ. ರ್ಯಾಪಿಡೋ ದ್ವಿಚಕ್ರ ವಾಹನಗಳಿಂದಾಗಿ ಆಟೋ ಚಾಲಕರ ಕುಟುಂಬದ ನಿರ್ವಹಣೆ ದುಸ್ತರವಾಗಿದೆ. ಆದ್ದರಿಂದ ಜನಸಾಮಾನ್ಯರಿಗೆ ಅನುಕೂಲಕ್ಕಿಂತ ಅನಾನುಕೂಲ ಉಂಟು ಮಾಡುವ ಈ ಸಂಚಾರ ಸೇವೆ ವ್ಯವಸ್ಥೆಯನ್ನು ಸ್ಥಗಿತಗೊಳಿಸಬೇಕು ಎಂದು ಮನವಿ ಮಾಡಿದರು.
ಅಲ್ಲದೇ ಬಸ್ ಟಿಕೆಟ್ ದರ ಸೇರಿದಂತೆ ಹೋಟೆಲ್ ಆಹಾರ ಇನ್ನಿತರ ವಸ್ತುಗಳ ಬೆಲೆ ಏರಿಕೆಯಾಗಿದೆ. ಹಾಗೆಯೇ ಆಟೋರಿಕ್ಷಾ ಪ್ರಯಾಣದ ಕನಿಷ್ಠ ದರವನ್ನು 40 ರೂ.ನಿಂದ 50 ರೂ.ಗೆ ಏರಿಸಬೇಕು ಶಿವಮೊಗ್ಗ ನಗರ 4-5ಕಿ.ಮೀ. ವ್ಯಾಪ್ತಿಗೆ ಮಾತ್ರ ಸೀಮಿತವಾಗಿದ್ದು, ಪ್ರತಿನಿತ್ಯ ಸುಮಾರು 8000 ದಿಂದ 9000ಆಟೋಗಳು ಸಂಚರಿಸುತ್ತಿವೆ. ನಗರದಲ್ಲಿ 10ಕಿ.ಮೀ.ಗೆ ಸೀಮಿತಗೊಳಿಸಲಾಗಿರುವ ಆಟೋ ಸಂಚಾರಿ ಪರವಾನಿಗೆಯನ್ನು 20ಕಿ.ಮೀ ವಿಸ್ತರಿಸಬೇಕು.
ನಗರದ ಸರ್ಕಾರಿ ಮತ್ತು ಖಾಸಗಿ ಬಸ್ನಿಲ್ದಾಣಗಳ ಎದುರು ಪ್ರಯಾಣಿಕರನ್ನು ಇಳಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ ನೋ ಪಾರ್ಕಿಂಗ್ ಏರಿಯಾ ಎಂದು ಪೊಲೀಸ್ ಅಧಿಕಾರಿ ಸಿಬ್ಬಂಧಿಗಳು ದಂಡವಿಧಿಸುತ್ತಿದ್ದಾರೆ. ಇಂತಹ ಸ್ಥಳಗಳಲ್ಲಿ ಪ್ರಯಾಣಿಕರು ಇಳಿದು ಹೋಗುವ ಅವಧಿಗೆ ವಿನಾಯಿತಿ ನೀಡುವಂತೆ ಆಟೋ ಚಾಲಕರು ಮನವಿ ಮಾಡಿದರು. ಪೊಲೀಸ್ ವರಿಷ್ಟಾಧಿಕಾರಿಗಳು ಪರಿಶೀಲಿಸಿ ಕ್ರಮ ವಹಿಸಲಾಗುವುದು ಎಂದರು.
ಸಾರಿಗೆ ಬಸ್ಸುಗಳ ಚಾಲಕರು ತಮ್ಮ ಬಸ್ಸುಗಳನ್ನು ಎಲ್ಲೆಂದರಲ್ಲಿ ನಿಲ್ಲಿಸಿ, ಜನರನ್ನು ತುಂಬಿಕೊಂಡು ಹೋಗುತ್ತಿರುವುದರಿಂದ ಜನರು ಆಟೋ ರಿಕ್ಷಾ ಬಳಸಿ ಸಂಚರಿಸುವುದಕ್ಕೆ ಹಿನ್ನೆಡೆ ಆಗುತ್ತಿದೆ. ಅಂತಹ ವಾಹನಗಳ ವಾಹನ ಚಾಲಕರು ತಮಗೆ ನಿಗಧಿಪಡಿಸಿದ ಸ್ಥಳಗಳಲ್ಲಿಯೇ ವಾಹನಗಳನ್ನು ನಿಲ್ಲಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಬೇಕು. ರೋಗಿಗಳು, ಅಪಘಾತಕ್ಕೀಡಾದವರನ್ನು ಆಸ್ಪತ್ರೆಗೆ ಸಾಗಿಸುವ ಭರದಲ್ಲಿ ಕೆಲವು ಕಡೆಗಳಲ್ಲಿ ಸಿಗ್ನಲ್ ಜಂಪ್ ಆಗಿರುವ ಪ್ರಕರಣಗಳಲ್ಲಿ ಮಾನವೀಯ ನೆಲೆಯಲ್ಲಿ ವಿನಾಯಿತಿ ನೀಡಬೇಕು ಎಂದು ಮನವಿ ಮಾಡಿದರು.
ನಗರದ ರೈಲ್ವೆ ಸ್ಟೇಷನ್ನಲ್ಲಿ ರೈಲು ಬರುವುದು ಕೆಲವೊಮ್ಮೆ ವಿಳಂಬವಾದಾಗ ರೈಲ್ವೆ ನಿಲ್ದಾಣದಲ್ಲಿ ಆಟೋಗಳ ಚಾಲಕರು ಗ್ರಾಹಕರಿಗಾಗಿ ಕಾದಿರುತ್ತಾರೆ. ಅಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಪೊಲೀಸರು ಆಟೋಗಳನ್ನು ನಿಲ್ಲಿಸದಂತೆ ಬಿಗಿ ನಿಲುವು ತಳೆಯುತ್ತಾರೆ. ಇದರಿಂದ ಕುಟುಂಬ ನಿರ್ವಹಣೆ ಕಷ್ಟಕರವಾಗುತ್ತಿದೆ. ರೈಲು ವಿಳಂಬ ಬರುವ ಅಥವಾ ಹೊರಡುವ ಸಂದರ್ಭದಲ್ಲಿ ವಾಹನಗಳ ನಿಲುಗಡೆಗೆ ಹೆಚ್ಚಿನ ಕಾಲಾವಕಾಶ ನೀಡಬೇಕು. ಇಲ್ಲಿಯೂ ಸಹ ಸಾರಿಗೆ ಬಸ್ಸುಗಳ ನಿಲುಗಡೆಗೆ ಅಕವಾಶ ನೀಡಿರುವುದರಿಂದ ಆಟೋ ಚಾಲಕರು ಪ್ರಯಾಣಿಕರಿಗಾಗಿ ಪರದಾಡುವಂತಾಗಿದೆ ಎಂದು ಆಟೋ ಚಾಲಕರು ತಿಳಿಸಿದ್ದಾರೆ.
ಸಭೆಯಲ್ಲಿ ಪ್ರಾದೇಶಿಕ ಸಾರಿಗೆ ಅಧಿಕಾರಿ ಮುರುಗೇಂದ್ರ ಶಿರೋಳಕರ್, ರಾಜ್ಯ ರಸ್ತೆ ಸಾರಿಗೆ ನಿಗಮದ ನಿಯಂತ್ರಣಾಧಿಕಾರಿ ದಿನೇಶ್ ಸೇರಿದಂತೆ ಆಟೋ ಚಾಲಕರ ಸಂಘದ ಅಧ್ಯಕ್ಷರು, ಪದಾಧಿಕಾರಿಗಳು ಉಪಸ್ಥಿತರಿದ್ದರು.
Shivamogga: DC warns city buses, autos! | Shivamogga, July 15: Several places in the city have been identified and permission has been given for city transport buses to stop. However, the district administration has taken serious note of the fact that city transport bus drivers are stopping buses at places other than the designated bus stops, causing disruption to public transport. The District Collector has instructed city transport bus drivers to stop buses at the designated places in the coming days.
He was speaking at a meeting organized in his office hall today on the shortcomings and remedial measures in the city’s auto-rickshaw transport system. He instructed the regional transport officers to immediately inform the bus drivers about the stopping of buses, and said that action will be taken regarding the revision of the auto fares in neighboring districts after a comparative review of the norms, discussions with the officials of the concerned authorities.
If Rapido or any other such organization starts a transport service, permission will be given as per the government guidelines. If they are operating illegally without authorization or documents, action will be taken as per the rules, he said.
Auto drivers should take special care to ensure that no accidents occur. Take school children safely. Follow traffic rules while school children are travelling. There are 5665 registered autos in the city. Install an information board with the driver-owner and police department registration on your auto. This will benefit the public. Renew the insurance of autos from time to time. If you have information regarding the transportation of drugs, inform the police department and cooperate in building a harmonious society, said District Security Officer B. Nikhil.
On this occasion, auto drivers appealed to the District Collector and said that Rapido has started a two-wheeler service for public transport in Shivamogga city. Please advise them not to ply these vehicles on the road until the Rapido traffic guidelines are released. Most of the drivers of Rapido vehicles do not have a driving license as per the rules.
Due to this, the common people have to fall victim to potential accidents and disasters. Also, a majority of auto drivers have capitalized on driving autos. Due to Rapido two-wheelers, it has become difficult to maintain the families of auto drivers. Therefore, they appealed that this transportation service system that causes inconvenience rather than convenience to the common people should be stopped.
Also, the prices of bus tickets, hotels, food and other items have increased. Similarly, the minimum fare of auto-rickshaw travel should be increased from Rs. 40 to Rs. 50. Shivamogga city is limited to a range of 4-5 km, and about 8000 to 9000 autos are plying daily. The auto traffic permit, which is limited to 10 km in the city, should be extended to 20 km.
Police officers and personnel are issuing fines in front of government and private bus stands in the city for not parking in the area while passengers are being dropped off. Auto drivers have requested that an exemption be given for the period during which passengers are dropped off at such places. The police chief said that action will be taken after checking.
Since the drivers of transport buses are parking their buses everywhere and filling them with people, it is becoming a hindrance for people to travel using auto rickshaws. Drivers of such vehicles should be instructed to park their vehicles at the places allotted to them. They requested that an exemption be given on humanitarian grounds in cases where the signal jumps at some places while patients and accident victims are being transported to the hospital.
When the train arrives at the city railway station sometimes, auto drivers wait for customers at the railway station. In such cases, the police take a strict stand not to stop the autos. This makes it difficult for families to manage. More time should be given to the parking of vehicles when the train arrives or departs late. Auto drivers said that since the parking of transport buses has been restricted here too, auto drivers are struggling to find passengers. Regional Transport Officer Murugendra Shirolkar, State Road Transport Corporation Controller Dinesh, along with the president and office bearers of the Auto Drivers Association, were present in the meeting.
