ಶಿವಮೊಗ್ಗ (shivamogga), ಜೂನ್ 29: ಶಿವಮೊಗ್ಗ ನಗರದ ಹೃದಯ ಭಾಗದಲ್ಲಿ ಹಾದು ಹೋಗಿರುವ ತುಂಗಾ ಬಲದಂಡೆ ನಾಲೆಯು, ಅಕ್ಷರಶಃ ಕೊಳಚೆ ಗುಂಡಿಯಂತಾಗಿ ಪರಿವರ್ತಿತವಾಗಿದೆ. ಕೊಳಚೆ ನೀರು ಹರಿದು ಹೋಗುವ ಚರಂಡಿ, ರಾಜಕಾಲುವೆಗಳಿಗಿಂತಲೂ ಕಡೆಯಾಗಿ ಪರಿವರ್ತಿತವಾಗಿದೆ!
ನಾಲೆಯ ಇಕ್ಕೆಲಗಳ ಬಡಾವಣೆಗಳ ಚರಂಡಿ ಹಾಗೂ ರಾಜಕಾಲುವೆ ನೀರು ನೇರವಾಗಿ ತುಂಗಾ ನಾಲೆಗೆ ಬಿಡಲಾಗುತ್ತಿದೆ. ನಾಗರಿಕರು ಕೂಡ ಘನತ್ಯಾಜ್ಯ ವಸ್ತುಗಳನ್ನು ನೇರವಾಗಿ ನಾಲೆಗೆ ತಂದು ಹಾಕುತ್ತಿದ್ದಾರೆ. ಇದರಿಂದ ಇಡೀ ನಾಲೆ ಕೊಳಚೆ ಗುಂಡಿಯಾಗಿದೆ. ದುರ್ನಾತ ಬೀರುತ್ತಿದೆ.
ಈ ನಡುವೆ ಕರ್ನಾಟಕ ನೀರಾವರಿ ನಿಗಮವು, ಕಳೆದ ಕೆಲ ದಿನಗಳಿಂದ ಸದರಿ ನಾಲೆಯ ಸ್ವಚ್ಛತಾ ಕಾರ್ಯವನ್ನು ಜೆಸಿಬಿ, ಹಿಟಾಚಿಗಳ ಮೂಲಕ ನಡೆಸುತ್ತಿದೆ. ಈ ವೇಳೆ ನಾಲೆಯಲ್ಲಿ ಭಾರೀ ಪ್ರಮಾಣದ ಘನತ್ಯಾಜ್ಯ, ಕೊಳಚೆ ನೀರು ಸಂಗ್ರಹವಾಗಿರುವುದ ಕಂಡುಬರುತ್ತಿದ್ದು, ನಾಲೆಯ ಸ್ವಚ್ಛತೆಗೆ ಹರಸಾಹಸ ನಡೆಸುವಂತಾಗಿದೆ.
ಕೊಳಕಾಗಿರುವ ನಾಲೆಯಿಂದ ಸೊಳ್ಳೆ, ಹುಳು-ಹುಪ್ಪಟ್ಟೆಗಳ ಹಾವಳಿ ಹೆಚ್ಚಾಗಿದೆ. ನಾಲೆ ಇಕ್ಕೆಲಗಳ ನಿವಾಸಿಗಳು ತೀವ್ರ ತೊಂದರೆ ಎದುರಿಸುವಂತಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಹೇಳುವವರು, ಕೇಳುವವರು ಯಾರೂ ಇಲ್ಲದಂತಾಗಿದೆ ಎಂದು ಕೆಲ ನಿವಾಸಿಗಳು ದೂರುತ್ತಾರೆ.
ನೀರಾವರಿ ಮೂಲ : ಶಿವಮೊಗ್ಗ ತಾಲೂಕಿನ ಗಾಜನೂರಿನ ತುಂಗಾ ಜಲಾಶಯದಿಂದ ಕೃಷಿ ಹಾಗೂ ಕುಡಿಯುವ ನೀರಿನ ಉದ್ದೇಶಕ್ಕಾಗಿ ಎಡ ಹಾಗೂ ಬಲ ದಂಡೆ ನಾಲೆಗಳ ಮೂಲಕ ನೀರು ಹರಿಸಲಾಗುತ್ತದೆ.
ಬಲದಂಡೆ ನಾಲೆಯು ಶಿವಮೊಗ್ಗ ನಗರದ ಮೂಲಕ ಹಾದು ಹೋಗುತ್ತದೆ. ಸದರಿ ನಾಲೆಯ ನೀರು ಶಿವಮೊಗ್ಗ ಹಾಗೂ ಹೊನ್ನಾಳ್ಳಿ ತಾಲೂಕುಗಳ ಸಾವಿರಾರು ಎಕರೆ ಕೃಷಿ ಭೂಮಿಗೆ ನೀರುಣಿಸುತ್ತದೆ.
ಶಿವಮೊಗ್ಗ ನಗರ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಚರಂಡಿ ಹಾಗೂ ಯುಜಿಡಿ ನೀರನ್ನು ನೇರವಾಗಿ ನಾಲೆಗೆ ಹರಿಬಿಡಲಾಗುತ್ತಿದೆ. ಇದು ಕಾನೂನುಬಾಹಿರವಾಗಿದೆ. ಈ ಕುರಿತಂತೆ ಕರ್ನಾಟಕ ನೀರಾವರಿ ನಿಗಮವು ಹಲವು ಬಾರಿ ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಡಳಿತಕ್ಕೆ ಪತ್ರ ಬರೆದು, ನಾಲೆಗೆ ನೇರವಾಗಿ ಕೊಳಚೆ ನೀರು ಬಿಡದಂತೆ ಸೂಚಿಸಿದೆ. ಆದಾಗ್ಯೂ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಯಾವುದೇ ಕ್ರಮಗಳೂ ಆಗಿಲ್ಲವೆಂದು ನಿಗಮದ ಮೂಲಗಳು ಹೇಳುತ್ತವೆ.
‘ನಾಲೆಯಲ್ಲಿ ನೀರು ಹರಿಯುವ ವೇಳೆ ಕೊಳಚೆಯ ನರಕ ಸದೃಶ್ಯ ಅನುಭವಕ್ಕೆ ಬರುವುದಿಲ್ಲ. ಪ್ರಸ್ತುತ ಮುಂಗಾರು ಮಳೆ ಕೊರತೆಯಿಂದ ಗಾಜನೂರು ತುಂಗಾ ಜಲಾಶಯದಿಂದ ನಾಲೆಗೆ ನೀರು ಬಿಡುತ್ತಿಲ್ಲ. ಇದರಿಂದ ಸದ್ಯ ನಾಲೆಯು ಕೊಳಚೆ ಗುಂಡಿಯಂತಾಗಿ ಗೋಚರವಾಗುತ್ತಿದೆ’ ಎಂದು ನಾಗರಿಕರು ಹೇಳುತ್ತಾರೆ.
ಶಿವಮೊಗ್ಗ ನಗರ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಸರಿಸುಮಾರು 13 ಕಿ.ಮೀ. ಉದ್ದ ನಾಲೆ ಹಾದು ಹೋಗಿದೆ. ಆರಂಭದಿಂದ ಅಂತ್ಯದವರೆಗೂ ನಾಲೆ ಮಲೀನವಾಗಿದೆ. ಇನ್ನಾದರೂ ಇದಕ್ಕೆ ಕಡಿವಾಣ ಹಾಕುವ ನಿಟ್ಟಿನಲ್ಲಿ ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಡಳಿತ ಹಾಗೂ ಜಿಲ್ಲಾಡಳಿತ ಆದ್ಯ ಗಮನಹರಿಸಬೇಕಾಗಿದೆ ಎಂಬುವುದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರಿಕರ ಆಗ್ರಹವಾಗಿದೆ.
ಕೊಳಚೆ ನೀರು ಶುದ್ಧೀಕರಿಸುವ ವ್ಯವಸ್ಥೆಯಾಗಬೇಕು
*** ತುಂಗಾ ನಾಲೆಯ ಇಕ್ಕೆಲಗಳಲ್ಲಿ ಮಲೀನ ನೀರು ಶುದ್ಧೀಕರಿಸುವ ಘಟಕ ಸ್ಥಾಪಿಸಬೇಕು. ಚರಂಡಿ, ರಾಜಕಾಲುವೆ ನೀರನ್ನು ಶುದ್ಧೀಕರಿಸಿದ ನಂತರವಷ್ಟೆ ನಾಲೆಗೆ ನೀರು ಹರಿದು ಹೋಗುವ ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕು. ಹಾಗೆಯೇ ನಾಲೆಗೆ ಸಮಾನಾಂತರವಾಗಿ ಚರಂಡಿ, ರಾಜಕಾಲುವೆ ನಿರ್ಮಿಸಿ ಅದರಲ್ಲಿ ನೀರು ಹರಿದು ಹೋಗುವ ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕು ಎಂದು ನಾಗರಿಕರು ಆಗ್ರಹಿಸುತ್ತಾರೆ.
Beyond a Drain: Tunga Canal Turns into a Filthy Pit in Shivamogga
Report: B. Renukesh | Shivamogga, June 29: The Tunga Right Bank Canal, which flows through the heart of Shivamogga city, has literally turned into a cesspool. What was meant to be a canal carrying clean water has now degenerated into nothing more than a sewage drain.
Sewage from residential drains and stormwater channels is being directly discharged into the canal. Citizens too are dumping solid waste straight into it. As a result, the entire canal has become a stinking pit, spreading foul odor across neighborhoods.
Meanwhile, the Karnataka Irrigation Corporation has recently begun cleaning operations using JCBs and Hitachis. During this process, massive amounts of solid waste and sewage have been found accumulated in the canal, making the cleaning effort extremely challenging.
The polluted canal has become a breeding ground for mosquitoes, insects, and pests, causing severe problems for residents living along its banks. Locals complain that there seems to be no one to listen or act on their grievances.
Irrigation Source
Water from the Gajanur Tunga Reservoir is released through the left and right bank canals for irrigation and drinking purposes. The right bank canal flows through Shivamogga city and irrigates thousands of acres of farmland in Shivamogga and Honnalli taluks.
However, within the city limits, sewage and UGD (underground drainage) water are being directly let into the canal — an illegal practice. The Karnataka Irrigation Corporation has repeatedly written to the City Corporation, instructing them not to discharge untreated sewage into the canal. Yet, no action has been taken, sources say.
“When water flows in the canal, the filth is not as visible. But now, due to poor monsoon rains, no water is being released from the Gajanur reservoir. As a result, the canal currently looks like a cesspool,” citizens remark.
The canal runs for about 13 km within Shivamogga city, and from start to end, it remains polluted. Concerned citizens urge the City Corporation and District Administration to take immediate steps to curb this menace.
