ಶಿವಮೊಗ್ಗ (shivamogga), ಜನವರಿ 22: ಶಿವಮೊಗ್ಗ ನಗರದ ಹೊರವಲಯ ಗಾಡಿಕೊಪ್ಪದ ಸರ್ಕಾರಿ ಶಾಲೆ ಸಮೀಪದಲ್ಲಿಯೇ ಹಾದು ಹೋಗಿರುವ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಯು, ವಿದ್ಯಾರ್ಥಿಗಳ ಪಾಲಿಗೆ ಗಂಡಾಂತರಕಾರಿಯಾಗಿ ಪರಿಣಮಿಸಿದ್ದರೂ ಅಗತ್ಯ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳ ಪಾಲನೆ ಮಾಡುವಲ್ಲಿ ಆಡಳಿತ ಗಮನ ಹರಿಸಿಲ್ಲ. ಸಂಪೂರ್ಣ ನಿರ್ಲಕ್ಷ್ಯ ಧೋರಣೆ ಅನುಸರಿಸಿಕೊಂಡು ಬಂದಿದೆ!
ಈ ಹಿಂದೆ ಶಾಲಾ ಮಕ್ಕಳ ಸುಗಮ ಸಂಚಾರಕ್ಕೆ ಅನುಕೂಲ ಕಲ್ಪಿಸಲು ಹಾಗೂ ವಾಹನಗಳ ವೇಗ ನಿಯಂತ್ರಣಕ್ಕಾಗಿ, ಟ್ರಾಫಿಕ್ ಪೊಲೀಸರು ಹಾಕಿದ್ದ ಬ್ಯಾರಿಕೇಡ್ ಗಳನ್ನು ಕೂಡ ತೆರವುಗೊಳಿಸಲಾಗಿದೆ. ಇದರಿಂದ ನೂರಾರು ಶಾಲಾ ಮಕ್ಕಳು ಪ್ರತಿನಿತ್ಯ ಜೀವ ಕೈಯಲ್ಲಿಡಿದು ಹೆದ್ದಾರಿ ದಾಟಿಕೊಂಡು ಶಾಲೆ ಹಾಗೂ ಮನೆಗೆ ಹೋಗುವಂತಹ ಅಪಾಯಕಾರಿ ಸ್ಥಿತಿ ಎದುರಾಗಿದೆ.
ಗಾಡಿಕೊಪ್ಪವು ನಗರ ವ್ಯಾಪ್ತಿಯಲ್ಲಿದ್ದರೂ ಮಿತಿಮೀರಿದ ವೇಗದಲ್ಲಿ ವಾಹನಗಳು ಸಂಚರಿಸುತ್ತವೆ. ಇದರಿಂದ ಶಾಲಾ ಮಕ್ಕಳು ರಸ್ತೆ ದಾಟಿ ಹೋಗುವುದು ದುಸ್ತರವಾಗಿ ಪರಿಣಮಿಸಿದೆ. ಈ ಹಿಂದೆ ಸಂಭವಿಸಿದ ಅಪಘಾತದ ವೇಳೆ ಹಲವು ವಿದ್ಯಾರ್ಥಿಗಳು ಗಂಭೀರ ಸ್ವರೂಪದಲ್ಲಿ ಗಾಯಗೊಂಡಿದ್ದಾರೆ ಎಂದು ಸ್ಥಳೀಯರು ಮಾಹಿತಿ ನೀಡುತ್ತಾರೆ.
ಮಕ್ಕಳ ಸುರಕ್ಷತೆಗೆ ಅಗತ್ಯವಾದ ಯಾವುದೇ ಕ್ರಮಗಳ ಪಾಲನೆಯತ್ತ ಸಂಬಂಧಿಸಿದವರು ಗಮನಹರಿಸಿಲ್ಲ. ಭಾರೀ ವಾಹನ ಸಂಚಾರ ದಟ್ಟಣೆಯಿರುವ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ದಾಟಿಕೊಂಡು ಶಾಲೆ – ಮನೆಗೆ ಮಕ್ಕಳು ಓಡಾಡುವ ವೇಳೆ, ಏನಾದರೂ ತೊಂದರೆಯಾದರೇ ಯಾರೂ ಜವಾಬ್ದಾರರು? ಎಂದು ಪೋಷಕರು ಪ್ರಶ್ನಿಸುತ್ತಿದ್ದಾರೆ.
ಅಗತ್ಯವಿದೆ ಸಿಗ್ನಲ್ ಲೈಟ್ : ಸರ್ಕಾರಿ ಶಾಲೆ ಸಮೀಪದ ಸರ್ಕಲ್ ನಲ್ಲಿ ಸಿಗ್ನಲ್ ಲೈಟ್ ಅಳವಡಿಸುವ ತುರ್ತು ಅಗತ್ಯವಿದೆ. ಈ ಕುರಿತಂತೆ ಪೊಲೀಸ್ ಇಲಾಖೆ ವರದಿ ಕೂಡ ಸಿದ್ದಪಡಿಸಿ, ಸಿಗ್ನಲ್ ಲೈಟ್ ಅಳವಡಿಕೆಗೆ ಅಗತ್ಯ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡುವಂತೆ ಪಾಲಿಕೆ ಆಡಳಿತಕ್ಕೆ ಈ ಹಿಂದೆ ಪತ್ರ ಬರೆದಿತ್ತು.
ಈ ನಡುವೆ ಸದರಿ ಹೆದ್ದಾರಿಯ ಕುರಿತಂತೆ ಮಾಧ್ಯಮಗಳಲ್ಲಿ ಬಂದ ವರದಿಯ ಆಧಾರದ ಮೇಲೆ, ಸಿಎಂ ಕಚೇರಿಯ ಕುಂದುಕೊರತೆ ವಿಭಾಗ ಕೂಡ ಸೂಕ್ತ ಸುರಕ್ಷಿತ ಕ್ರಮಗಳ ಪಾಲನೆ ಮಾಡುವಂತೆ ಶಿವಮೊಗ್ಗ ಪಾಲಿಕೆ ಆಡಳಿತಕ್ಕೆ ಸೂಚನೆ ನೀಡಿತ್ತು.
ಇಷ್ಟೆಲ್ಲದರ ಹೊರತಾಗಿಯೂ ಸದರಿ ಸರ್ಕಲ್ ಬಳಿ ಸಿಗ್ನಲ್ ಲೈಟ್ ಅಳವಡಿಕೆಯಾಗಿಲ್ಲ. ಮತ್ತೊಂದೆಡೆ, ಟ್ರಾಫಿಕ್ ಪೊಲೀಸರು ಹೆದ್ದಾರಿಯ ನಾಲ್ಕು ಕಡೆ ವಾಹನಗಳ ವೇಗ ನಿಯಂತ್ರಣಕ್ಕೆ ಹಾಕಿದ್ದ ಬ್ಯಾರಿಕೇಡ್ ಗಳನ್ನು ಕೂಡ ತೆರವುಗೊಳಿಸಲಾಗಿದೆ.
ಗಮನಹರಿಸಿಲ್ಲ: ಶಾಲಾ ಮಕ್ಕಳ ಹಿತದೃಷ್ಟಿಯಿಂದ ಸೂಕ್ತ ಸುರಕ್ಷತಾ ಕ್ರಮಕೈಗೊಳ್ಳುವಂತೆ ಈ ಹಿಂದೆ, ರಾಷ್ಟ್ರೀಯ ಹೆದ್ಧಾರಿ ಇಲಾಖೆ ಎಂಜಿನಿಯರ್ ಗಳಿಗೆ ಮನವಿ ಮಾಡಲಾಗಿತ್ತು. ಶಾಲಾ ಮಕ್ಕಳ ಸಂಚಾರಕ್ಕೆ ಸ್ಕೈ ವಾಕರ್ ನಿರ್ಮಿಸಿ ಕೊಡುವ ಭರವಸೆಯನ್ನು ನೀಡಿದ್ದರು. ಆದರೆ ಇಲ್ಲಿಯವರೆಗೂ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಯಾವುದೇ ಕ್ರಮವಾಗಿಲ್ಲ. ಸಂಪೂರ್ಣ ನಿರ್ಲಕ್ಷ್ಯವಹಿಸಿದ್ದಾರೆ ಎಂದು ಸ್ಥಳೀಯರು ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸುತ್ತಾರೆ.
ಭವಿಷ್ಯದಲ್ಲಿ ದೊಡ್ಡ ಅನಾಹುತ ಸಂಭವಿಸುವ ಮುನ್ನ ಇನ್ನಾದರೂ ಸಂಬಂಧಿಸಿದವರು ಎಚ್ಚೆತ್ತುಕೊಳ್ಳಬೇಕು. ಸರ್ಕಾರಿ ಶಾಲೆ ಸಮೀಪದ ಹೆದ್ದಾರಿಯಲ್ಲಿ ಸೂಕ್ತ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳಬೇಕು. ಸರ್ಕಲ್ ನಲ್ಲಿ ಸಿಗ್ನಲ್ ಲೈಟ್ ಅಳವಡಿಕೆ ಮಾಡಬೇಕು. ವೈಜ್ಞಾನಿಕ ರೀತಿಯಲ್ಲಿ ಹಂಪ್ಸ್ ಹಾಕಬೇಕು. ಟ್ರಾಫಿಕ್ ಪೊಲೀಸರನ್ನು ಕರ್ತವ್ಯತಕ್ಕೆ ನಿಯೋಜನೆ ಮಾಡಬೇಕು. ಶಾಲಾ ಮಕ್ಕಳಿಗೆ ತೊಂದರೆಯಾಗದಂತೆ ಎಚ್ಚರವಹಿಸಬೇಕಾಗಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು, ಜಿಲ್ಲಾ ರಕ್ಷಣಾಧಿಕಾರಿಗಳು ಹಾಗೂ ಮಹಾನಗರ ಪಾಲಿಕೆ ಆಯುಕ್ತರು ಆದ್ಯ ಗಮನಹರಿಸಬೇಕಾಗಿದೆ ಎಂದು ಸ್ಥಳೀಯ ನಾಗರೀಕರು ಆಗ್ರಹಿಸುತ್ತಾರೆ.
Shivamogga – National Highway Dangerous for School Children: Administration’s Divine Negligence! Report: B. Renukesh | Shivamogga, January 22: The national highway passing right next to the Government School at Gadikoppa on the outskirts of Shivamogga city has turned into a dangerous stretch for students, yet the administration has failed to implement necessary safety measures. A complete attitude of negligence has been adopted!
Earlier, to facilitate smooth movement for school children and to control vehicle speed, traffic police had installed barricades. Even those have now been removed. As a result, hundreds of school children are forced to risk their lives daily while crossing the highway to reach school and home, facing a perilous situation.
Though Gadikoppa falls within city limits, vehicles ply at excessive speed. This has made it extremely difficult for school children to cross the road. Locals inform that during a previous accident, several students sustained serious injuries.
Authorities have not paid attention to implementing any measures necessary for children’s safety. With heavy vehicular traffic on the national highway, when children cross to commute between school and home, if anything untoward happens, who will be responsible? ask the parents.
Signal Light Needed: There is an urgent need to install a signal light at the circle near the Government School. In this regard, the police department had already prepared a report and written to the municipal administration seeking release of necessary funds for installing the signal light.
Meanwhile, based on reports in the media regarding this highway, the grievance cell of the Chief Minister’s office had also directed the Shivamogga municipal administration to implement appropriate safety measures.
Despite all this, no signal light has been installed at the said circle. On the other hand, traffic police have even removed the barricades that were earlier placed at four points to control vehicle speed.
No Attention Paid: Earlier, appeals had been made to engineers of the National Highway Department to take suitable safety measures in the interest of school children. They had promised to construct a skywalk for the children’s commute. But till now, no action has been taken in this regard. Locals express anger, saying complete negligence has been shown.
Before a major disaster occurs in the future, concerned authorities must wake up. Proper safety measures must be implemented on the highway near the Government School. A signal light must be installed at the circle. Scientific speed humps must be laid. Traffic police must be deployed on duty. Care must be taken so that school children do not face difficulties. In this regard, citizens urge that the District Commissioner, District Safety Officer, and Municipal Commissioner must give immediate attention.
