ಶಿವಮೊಗ್ಗ (shivamogga), ಜ. 16: ಇತ್ತೀಚೆಗೆ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ವಿವಿಧ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಿಗೆ ಪಿಂಚಣಿ ಅನುದಾನವನ್ನು ಮಂಜೂರು ಮಾಡಿದ್ದು, ಈ ಬಗ್ಗೆ ಮೈಸೂರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಕುಲಪತಿ ಪ್ರೊ. ಲೋಕನಾಥ್ ಅವರು ನೀಡಿರುವ ಪ್ರತಿಕ್ರಿಯೆಗೆ ಕುವೆಂಪು ವಿವಿ ಕುಲಪತಿ ಪ್ರೊ. ಶರತ್ ಅನಂತಮೂರ್ತಿ ತೀವ್ರ ಅಸಮಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಕೆಲ ವರ್ಷಗಳಿಂದ ಪಿಂಚಣಿ ಅನುದಾನ ಬಿಡುಗಡೆಯಾಗದೆ ನಿವೃತ್ತ ನೌಕಕರ ಸಂಕಷ್ಟಕ್ಕೆ ಕಾರಣವಾಗಿದ್ದ ವಿಚಾರಕ್ಕೆ ತಾತ್ಕಾಲಿಕವಾಗಿ ಮುಕ್ತಿ ದೊರಕಿದ್ದು ಸರ್ಕಾರ ಆರು ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಿಗೆ ವಿಶ್ರಾಂತಿ ವೇತನ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಿದೆ. ಮೈಸೂರು ವಿವಿ, ಕರ್ನಾಟಕ ವಿವಿ, ಬೆಂಗಳೂರು, ಗುಲ್ಬರ್ಗಾ, ಮಂಗಳೂರು ಮತ್ತು ಕುವೆಂಪು ವಿವಿಗಳಿಗೆ ಅನುದಾನ ಮಂಜೂರಾಗಿದೆ.
ಈ ಕುರಿತು ಪತ್ರಿಕೆಯೊಂದಕ್ಕೆ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿರುವ ಪ್ರೊ. ಲೋಕನಾಥ್, “ಮೈಸೂರು ವಿವಿಗೆ ಮಂಜೂರಾಗಿರುವ 25 ಕೋಟಿ ಅನುದಾನ ಏನೂ ಸಾಲದು. ಇನ್ನೂ ಸುಮಾರು 82 ಕೊಟಿ ರೂ. ಆರ್ಥಿಕ ಹೊರೆ ಮುಂದುವರೆದಿದೆ.” ಅನುದಾನಕ್ಕಾಗಿ ಮೈಸೂರು ವಿವಿ, ಕರ್ನಾಟಕ ವಿವಿ ಬಹಳಷ್ಟು ಶ್ರಮವಹಿಸಿದ್ದವು. ಆದರೆ ಕುವೆಂಪು ವಿವಿ, ಗುಲ್ಬರ್ಗಾ ಮತ್ತು ಮಂಗಳೂರು ವಿವಿಗಳಿಗೆ ಹೆಚ್ಚಿನ ಅನುದಾನ ಬಿಡುಗಡೆಯಾಗಿದ್ದು, ಅವುಗಳಿಗೆ ಅಷ್ಟು ಹಣ ಬೇಕಾಗಿರಲಿಲ್ಲ. ಈ ಮೂರು ವಿವಿಗಳಿಗೆ ಹೆಚ್ಚಿನ ಲಾಭವಾಗಿದೆ ಎಂದು ಹೇಳಿಕೆ ನೀಡಿರುವುದು ವರದಿಯಾಗಿದೆ.
ಈ ಹೇಳಿಕೆಗೆ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿರುವ ಕುವೆಂಪು ವಿವಿ ಕುಲಪತಿ ಪ್ರೊ. ಶರತ್ ಅನಂತಮೂರ್ತಿ, “ರಾಜ್ಯದ ಈ ಆರು ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು ಆರ್ಥಿಕ ಹೊರೆಯಲ್ಲಿದ್ದು, ಸರ್ಕಾರ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಿರುವುದು ಸ್ವಾಗತಾರ್ಹ. ಕುವೆಂಪು ವಿವಿಯಲ್ಲಿ ಸುಮಾರು 300ಕ್ಕೂ ಹೆಚ್ಚು ಪಿಂಚಣಿದಾರರರಿದ್ದು, ಕಳೆದ ಐದು ವರ್ಷಗಳಲ್ಲಿ ನಿವೃತ್ತರಾದ ನೌಕರರಿಗೆ ಇದುವರೆಗೂ ಪಿಂಚಣಿ ಕೊಡಲು ಸಾಧ್ಯವಾಗಿರಲಿಲ್ಲ. ಕುವೆಂಪು ವಿವಿಯು ಪಿಂಚಣಿಗಾಗಿ ಹೆಚ್ಚುವರಿಯಾಗಿ ಸುಮಾರು 29 ಕೋಟಿ ರೂ. ಅನುದಾನಕ್ಕೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿದ್ದು, ಇದರಲ್ಲಿ ನಮಗೆ 15 ಕೋಟಿ ರೂ. ಬಿಡುಗಡೆಯಾಗಿದೆ. ಉಳಿದಂತೆ ಆರ್ಥಿಕ ಹೊರೆ ಹಾಗೆ ಮುಂದುವರೆದಿದೆ.”
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕುವೆಂಪು ವಿವಿಗೆ ಹೆಚ್ಚಿನ ಲಾಭವಾಗಿದೆ ಎಂಬ ಪ್ರೊ. ಲೋಕನಾಥ್ ಅವರ ಹೇಳಿಕೆ ಅಸಮಂಜಸವಾಗಿದ್ದು, ಇದಕ್ಕೆ ತಮ್ಮ ತೀವ್ರ ವಿರೋಧವಿದೆ. ಅವರು ತಮ್ಮ ವಿವಿಯ ಅಹವಾಲನ್ನು ಸರ್ಕಾರದ ಮುಂದೆ ಮಂಡಿಸುವುದರ ಬದಲು, ಇತರ ವಿವಿಗಳ ಬಗ್ಗೆ ಲಘುವಾದ ಹೇಳಿಕೆ ನೀಡುವುದು ಖಂಡನೀಯ. ನಿವೃತ್ತಿ ವೇತನ ಸೌಲಭ್ಯವನ್ನು ಸರ್ಕಾರವು ಎಚ್ ಆರ್ ಎಂಎಸ್ ವ್ಯವಸ್ಥೆಗೆ ಅಳವಡಿಸಿದರೆ ಈ ಸಮಸ್ಯೆಗೆ ಶಾಶ್ವತ ಪರಿಹಾರ ದೊರಕಲಿದೆ ಎಂದು ಪ್ರೊ. ಶರತ್ ಅನಂತಮೂರ್ತಿ ಅವರು ಪತ್ರಿಕಾ ಪ್ರಕಟಣೆಯಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.
Mysore University Vice-Chancellor vs Kuvempu University Vice-Chancellor: Reason for the Outburst
Shivamogga, Jan. 16: Recently, the Karnataka government sanctioned pension grants to various universities. In response to this, Mysore University Vice-Chancellor Prof. Lokanath’s remarks have drawn sharp dissatisfaction from Kuvempu University Vice-Chancellor Prof. Sharath Ananthamurthy.
For several years, the delay in releasing pension grants had caused hardship to retired employees. Now, the government has temporarily provided relief by releasing retirement pension grants to six universities: Mysore University, Karnataka University, Bangalore University, Gulbarga University, Mangalore University, and Kuvempu University.
Reacting to this in a newspaper, Prof. Lokanath said: “The ₹25 crore grant sanctioned to Mysore University is not sufficient. We still carry a financial burden of about ₹82 crore.” He further stated that Mysore University and Karnataka University had put in significant effort to secure the grants, but Gulbarga, Mangalore, and Kuvempu Universities received larger allocations even though they did not require that much. According to him, these three universities benefited disproportionately.
Strongly opposing this statement, Kuvempu University Vice-Chancellor Prof. Sharath Ananthamurthy said: “All six universities in the state are under financial strain, so the government’s release of grants is welcome. Kuvempu University has more than 300 pensioners, and for the past five years, we were unable to provide pensions to retired employees. We had submitted a proposal seeking an additional ₹29 crore for pensions, of which ₹15 crore has now been released. The financial burden still continues.”
In this context, Prof. Lokanath’s remark that Kuvempu University gained more benefit is inappropriate, and Prof. Ananthamurthy expressed strong opposition to it. He added that instead of making dismissive comments about other universities, Prof. Lokanath should present his own university’s grievances before the government. He further stated that if the government integrates pension facilities into the HRMS (Human Resource Management System), this issue could find a permanent solution.
