ಶಿವಮೊಗ್ಗ (shivamogga), ಫೆಬ್ರವರಿ 04 : ರಾಜ್ಯದಲ್ಲಿ ಅತೀ ಹೆಚ್ಚು ಅಪರಾಧ ಪ್ರಕರಣ ವರದಿಯಾಗುವ ನಗರಗಳಲ್ಲೊಂದಾದ, ಕೋಮು ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶವಾಗಿರುವ, ರಾಷ್ಟ್ರ – ರಾಜ್ಯದಲ್ಲಿ ವೇಗವಾಗಿ ಬೆಳವಣಿಗೆ ಹೊಂದುತ್ತಿರುವ 2 ನೇ ಹಂತದ ಸಿಟಿಯಾಗಿರುವ ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಜನಸಂಖ್ಯೆಗೆ ಅನುಗುಣವಾಗಿ ಪೊಲೀಸ್ ಬಲವಿಲ್ಲವಾಗಿದೆ!
ನಗರದ ವಿವಿಧ ಪೊಲೀಸ್ ಠಾಣೆಗಳಲ್ಲಿ, ಸಿಬ್ಬಂದಿಗಳ ತೀವ್ರ ಕೊರತೆಯಿದೆ. ಇದು ಠಾಣೆಗಳ ಕಾರ್ಯನಿರ್ವಹಣೆ ಮೇಲೆ ಪರಿಣಾಮ ಬೀರುವಂತಾಗಿದೆ. ಜೊತೆಗೆ ಅಧಿಕಾರಿ – ಸಿಬ್ಬಂದಿಗಳ ಮೇಲೆ ಕಾರ್ಯಭಾರದ ಒತ್ತಡ ಹೆಚ್ಚಾಗಿಸಿದೆ.
ಮತ್ತೊಂದೆಡೆ, ಕೆಲ ಪೊಲೀಸ್ ಠಾಣೆಗಳ ಸರಹದ್ದು ಅವೈಜ್ಞಾನಿಕವಾಗಿದೆ. ದಶಕಗಳ ಹಿಂದಿನ ವ್ಯವಸ್ಥೆಯೇ ಮುಂದುವರಿದುಕೊಂಡು ಬಂದಿದೆ. ಇದರಿಂದ ಕೆಲ ಠಾಣೆಗಳ ಮೇಲೆ ಭಾರೀ ಕಾರ್ಯಭಾರದ ಒತ್ತಡ ಬೀಳುವಂತಾಗಿದೆ. ಜೊತೆಗೆ ನಾಗರಿಕರಿಗೂ ತೊಂದರೆಯಾಗಿ ಪರಿಣಮಿಸಿದೆ.
ಮೇಲ್ದರ್ಜೆಗೇರಿದರೂ ಫಲವಿಲ್ಲ! : ಈ ಹಿಂದಿನ ಬಿಜೆಪಿ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ, ಶಿವಮೊಗ್ಗ ನಗರದ ಪೊಲೀಸ್ ಠಾಣೆಗಳನ್ನು ಬೆಂಗಳೂರು ಮಾದರಿಯಲ್ಲಿ (ಇನ್ಸ್’ಪೆಕ್ಟರ್ ಮೇಲುಸ್ತುವಾರಿ) ಮೇಲ್ದರ್ಜೆಗೇರಿಸಲಾಗಿತ್ತು. ಆದರೆ ಇದಕ್ಕನುಗುಣವಾಗಿ ಸರ್ಕಾರ ಸಿಬ್ಬಂದಿಗಳ ನಿಯೋಜನೆ ಮಾಡಲಿಲ್ಲ.
ಇನ್ಸ್’ಪೆಕ್ಟರ್ ದರ್ಜೆಯ ಪೊಲೀಸ್ ಠಾಣೆಗಳಲ್ಲಿ ಸರಾಸರಿ 70 ರಿಂದ 100 ಸಿಬ್ಬಂದಿಗಳಿರುತ್ತಾರೆ. ಆದರೆ ಶಿವಮೊಗ್ಗದ ಮುಕ್ಕಾಲುಪಾಲು ಪೊಲೀಸ್ ಠಾಣೆಗಳಲ್ಲಿ ನಿಗದಿತ ಪ್ರಮಾಣದ ಸಿಬ್ಬಂದಿಗಳಿಲ್ಲವಾಗಿದೆ. ಕೆಲ ಠಾಣೆಗಳಲ್ಲಂತೂ ಸಿಬ್ಬಂದಿಗಳ ತೀವ್ರ ಕೊರತೆಯಿದೆ ಎಂಬ ಮಾಹಿತಿಯಿದೆ.
ಸಿಬ್ಬಂದಿಗಳ ಕೊರತೆಯಿಂದ ಪ್ರಕರಣಗಳ ತನಿಖೆ, ಹಗಲು-ರಾತ್ರಿ ಬೀಟ್ ವ್ಯವಸ್ಥೆ, ನಾಗರಿಕರ ಅಹವಾಲು ಆಲಿಕೆ, ಬಂದೋಬಸ್ತ್ ಸೇರಿದಂತೆ ಇತರೆ ಕೆಲಸಕಾರ್ಯಗಳ ಮೇಲುಸ್ತುವಾರಿ ಮಾಡುವುದು ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳಿಗೆ ಹರಸಾಹಸವಾಗಿ ಪರಿಣಮಿಸಿದೆ.
ಸರಹದ್ದು ಪರಿಷ್ಕರಣೆ : ಶಿವಮೊಗ್ಗ ನಗರ ಪೊಲೀಸ್ ಠಾಣೆಗಳ ಸರಹದ್ದು (ವ್ಯಾಪ್ತಿ) ಪರಿಷ್ಕರಣೆಯಾಗಬೇಕೆಂಬುವುದು ಹಲವು ವರ್ಷಗಳ ಬೇಡಿಕೆಯಾಗಿದೆ. ಕೆಲ ಠಾಣೆಗಳ ಸರಹದ್ದು ಅವೈಜ್ಞಾನಿಕವಾಗಿದೆ.
ಠಾಣಾ ಕಟ್ಟಡವಿರುವ ಸ್ಥಳದಿಂದ ಸರಿಸುಮಾರು 25-35 ಕಿ.ಮೀ. ದೂರದವರೆಗೆ ಕೆಲ ಠಾಣೆಗಳ ಸರಹದ್ದಿದೆ. ಈ ಕಾರಣದಿಂದ ವೈಜ್ಞಾನಿಕವಾಗಿ ಠಾಣೆಗಳ ಸರಹದ್ದು ಪರಿಷ್ಕರಣೆಯಾಗಬೇಕೆಂಬ ಬೇಡಿಕೆ ಹಲವು ವರ್ಷಗಳಿಂದಿದೆ. ಆದರೆ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಪೊಲೀಸ್ ಇಲಾಖೆ ಯಾವುದೇ ಕ್ರಮಕೈಗೊಂಡಿಲ್ಲ.
ಗಮನಹರಿಸಲಿ : ಯುವ ಐಪಿಎಸ್ ಅಧಿಕಾರಿ ನಿಖಿಲ್ ಬಿ ಅವರು ತಮ್ಮ ಅವಧಿಯಲ್ಲಿ ಮೇಲ್ಕಂಡ ಬೇಡಿಕೆಗಳು ಸೇರಿದಂತೆ ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ಇಲಾಖೆಯ ಪ್ರಮುಖ ಸಮಸ್ಯೆಗಳ ಪರಿಹಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಗೃಹ ಇಲಾಖೆಯ ಗಮನ ಸೆಳೆದು ಅಗತ್ಯ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕಾಗಿದೆ ಎಂಬುವುದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರೀಕರ ಸಲಹೆಯಾಗಿದೆ.
ಮುಂದುವರಿದ ಎಸ್ಪಿ ಭೇಟಿ : ಚುರುಕುಗೊಂಡ ಇಲಾಖೆ!
*** ಎಸ್ಪಿ ನಿಖಿಲ್ ಬಿ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲಾ ರಕ್ಷಣಾಧಿಕಾರಿಯಾಗಿ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದ ನಂತರ, ಶಿವಮೊಗ್ಗ ನಗರ ಸೇರಿದಂತೆ ಜಿಲ್ಲೆಯಾದ್ಯಂತ ಪೊಲೀಸ್ ಠಾಣೆಗಳು ಸೇರಿದಂತೆ ಪೊಲೀಸ್ ಇಲಾಖೆ ಹಾಗೂ ವಿವಿಧ ರಕ್ಷಣಾ ಘಟಕಗಳ ವಿಭಾಗಗಳಿಗೆ ಭೇಟಿಯಿತ್ತು ಅಲ್ಲಿನ ಕಾರ್ಯವೈಖರಿ ಪರಿಶೀಲಿಸುತ್ತಿದ್ದಾರೆ. ಅಧಿಕಾರಿ – ಸಿಬ್ಬಂದಿಗಳಿಗೆ ಅಗತ್ಯ ಸಲಹೆ – ಸೂಚನೆ ನೀಡುತ್ತಿದ್ದಾರೆ. ಜೊತೆಗೆ ರಾತ್ರಿ ವೇಳೆ ಶಿವಮೊಗ್ಗ ನಗರದ ವಿವಿಧೆಡೆ ಸ್ವತಃ ಗಸ್ತು ನಡೆಸುತ್ತಿದ್ದಾರೆ. ‘ಎಸ್ಪಿ ಅವರ ಈ ನಡೆ ಶಿವಮೊಗ್ಗದಂತಹ ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶಗಳ ಕಾನೂನು – ಸುವ್ಯವಸ್ಥೆ ಪರಿಣಾಮಕಾರಿ ಪಾಲನೆಗೆ ಸಹಕಾರಿಯಾಗಲಿದೆ. ಹಾಗೆಯೇ ಕೆಳಹಂತದ ಪೊಲೀಸ್ ಅಧಿಕಾರಿ – ಸಿಬ್ಬಂದಿಗಳು ಜಾಗೃತೆಯಿಂದ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುವಂತಾಗುತ್ತದೆ. ಹಾಗೆಯೇ ಎಸ್ಪಿ ಅವರು ನಾಗರಿಕರೊಂದಿಗೆ ನೇರವಾಗಿ ಸಭೆಗಳನ್ನು ನಡೆಸಿ, ಅಹವಾಲು ಆಲಿಸುವ ವ್ಯವಸ್ಥೆ ಆರಂಭಿಸಬೇಕು. ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ಇಲಾಖೆಯನ್ನು ಮತ್ತಷ್ಟು ಜನಸ್ನೇಹಿಯಾಗಿ ರೂಪಿಸಬೇಕು’ ಎಂದು ಪ್ರಜ್ಞಾವಂತ ನಾಗರೀಕರು ಅಭಿಪ್ರಾಯಪಡುತ್ತಾರೆ.
Revision of Police Station Jurisdiction in Shivamogga City, Staff Shortage : Will SP Nikhil Pay Attention?
Shivamogga, February 04: Shivamogga, one of the cities in the state where the highest number of crime cases are reported, is a communally sensitive area and a fast-growing tier-2 city at the national and state level. Yet, the police force here is not proportionate to the population!
Currently, various police stations in the city are facing an acute shortage of staff. This has affected the functioning of the stations and increased the workload pressure on officers and personnel.
On the other hand, the jurisdiction of some police stations is unscientific. The decades-old system continues without change. As a result, some stations face heavy workload pressure, which also causes inconvenience to citizens.
Upgraded but No Results! During the previous BJP government, Shivamogga city’s police stations were upgraded to inspector-level (on the Bengaluru model). However, the government did not appoint staff accordingly.
Inspector-level police stations usually have 70 to 100 personnel. But in Shivamogga, most police stations do not have the required number of staff. In some stations, the shortage is severe.
Due to this shortage, police officers struggle to manage case investigations, day-and-night beat patrols, listening to citizen complaints, bandobast (security arrangements), and other responsibilities.
Jurisdiction Revision: The demand to revise the jurisdiction (area limits) of Shivamogga city police stations has been pending for many years. Some station jurisdictions are unscientific.
In some cases, the jurisdiction extends 25–35 km away from the station building. This has led to repeated demands for scientific revision of station boundaries. Yet, the police department has not taken any steps in this regard.
Need for Attention: Citizens suggest that young IPS officer Nikhil B, during his tenure, should draw the Home Department’s attention to these demands and major issues of the district police department, and take necessary action for solutions.
